    Job Description

    AECOM is seeking an experienced TxDOT Proposal Manager to lead and write proposals to support special projects as directed by the transportation BL marketing leader or the TxDOT CAM. This position will offer a hybrid schedule of both in office and remote work and can be based in Houston, Austin or Dallas TX.

    Job Scope

    • Primary internal marketing leader for TxDOT
    • Liaises with the transportation and TxDOT leaders and business development leadership to understand, communicate and support execution of the TxDOT client account and marketing strategies
    • On point as TxDOT specialist to assist with key pursuits, knowledge, training, and initiative support.
    • Member of the US West marketing team, reporting into the transportation BL marketing leader or designee: collaborates with the overall marketing team in fulfilling TxDOT’s key pursuits and strategic initiatives including understanding the strategic initiatives and AECOM goals for TxDOT.
    • The position reports to the West region transportation marketing leader, with a dotted line reporting relationship to the TxDOT CAM or his/her designee.
    • Supports special projects as directed by transportation BL marketing leader or the TxDOT CAM.

    _ Essential Duties_

    Management

    • Responsible for the production of TxDOT marketing and business development requests, including statements of qualifications, proposals, presentations, and other marketing materials.
    • Responsible for ensuring TxDOT marketing team members are trained on AECOM policies, procedures, templates, and systems. Also partners with the transportation BL marketing leader to help train new hires on marketing processes and systems.
    • Responsible for monitoring Bonfire (TxDOT procurement system)
    • Collaborate with transportation BL marketing lead to review and balance proposal workload and assignments
    • Maintain TxDOT pre-certification information on Sharepoint site
    • Works with marketing organization leaders to monitor work status meetings (as required), log and track status of marketing projects, and provide status updates and reports through TxDOT Sharepoint site, Salesforce, other communication mediums to CAM and RBLL.
    • Responsible for maintenance of TxDOT pursuit information in Salesforce, and assists with pipeline reporting as needed.
    • Maintains knowledge of BD priorities and strategies for TxDOT as it relates to the account in cooperation with the CAM.
    • Participates in and supports TxDOT account strategy as required by CAM, including participating in transportation business line meetings, research, and preparation (as required) for leadership and ELT presentations.

    Pursuit Strategy, Development and Quality

    • Manages key pursuits for TxDOT as required (ECPs. Tier 2, alternative delivery, etc.). Assures pursuits are compliant with the clients’ requirements; writes, edits, coordinates proposal content as may be required.
    • Participates in go / no go decision-making process, offering insight based on TxDOT and transportation BL priorities, TxDOT capacity/resources, past work and/or submissions with the account, and assists with information.
    • Provides business development support: produces credentials and other materials to advance client development. Has a well-developed graphics sensibility in order to drive high quality materials through creative vision and ability to engage graphics resources in implementing client-focused messaging and information.
    • Leads and/or participates in pre-RFP proposal planning with capture teams and helps develop and apply the win plan, themes, and discriminators in marketing deliverables.
    • Organizes materials for review teams. Attends proposal review meetings in collaboration with proposal manager (as applicable), articulates rationale, and ensures compliance of marketing materials with client-defined requirements during review meetings. Manages the implementation of proposal and presentation revisions based on direction from review teams.
    • Monitors (and coaches) to ensure high quality materials produced by the team in response to formal and informal client solicitations, including requests for qualifications (RFQ), requests for proposals (RFP), and for pre-solicitation efforts.

    Marketing Communications and Information Infrastructure

    • Proactively coordinates and collaborates with the Transportation BL marketing team and/or others as may be appropriate to guide content and participation for TxDOT conferences. Understands and has a command of TxDOT strategy and goals as well as marketplace drivers in order to drive content marketing (i.e., storytelling and collateral) to better position AECOM.
    • Assists with content for reputation-building activities including awards submissions, article placements, ads, and collateral and coordinates resourcing with the marcomms team.
    • Provides guidance and coordination for key TxDOT project photography needs, working with the business line and marcomms team.
    • On point for TxDOT requests for reputation-building activities including awards submissions, article placements, ads, and collateral and coordinates resourcing with regional transportation BL marketing and marcomms teams.
  • Qualifications

    Qualifications

    Minimum Requirements:

    • Bachelors in Journalism, English, Communications, Marketing or a related field + Minimum 6 years of related proposal, communications or marketing experience or a demonstrated equivalency of experience and/or education.

    Preferred Qualifications:

    • A thorough understanding of TxDOT pursuits and how to develop winning proposals and presentations.
    • Knowledge of TxDOT content area — projects, people, credentials, competitors.
    • A detailed knowledge of marketing procedures, work processes, and tools, along with evidence of past successful management of marketing projects and teams.
    • A thorough understanding of effective document and presentation production, and an in-depth understanding of proposal and presentation psychology and how to convey messages, themes, discriminators, and responses to evaluation criteria clearly and effectively.
    • Experience with collaborating with distributed teams of people with a demonstrated knowledge of TxDOT proposals and procurement process.
    • A professional demeanor and excellent interpersonal skills.
    • The initiative, skill and personal commitment to manage multiple projects and details concurrently, delegate, follow up, and bring tasks and projects to full completion.
    • An understanding of TxDOT pursuit protocol.
    • The ability to produce accurate, compliant and compelling work independently and with others.
    • Ability to prepare, assess and guide others in delivering effective proposals and presentations.
    • Organizational and administrative skills, including the ability to complete varied work tasks on schedule, and direct team work; the proven ability to manage documents.
    • Excellent verbal and written communication skills.
    • Understanding of CRM platforms. Salesforce experience a plus.
    • Understanding of desktop publishing software (e.g., Adobe Creative Suite), graphics programs (e.g., InDesign, Adobe Illustrator, Adobe Acrobat, Photoshop), word processing programs (e.g., Microsoft Word), spreadsheet management (Excel), and presentation software (e.g., PowerPoint).
