    Job Description

    AECOM is seeking a Behavior Health Manager to support unaccompanied migrant children within Health andHuman Services (HHS) Influx Facilities.  An effective and empathetic Behavior Health Program is a key success factor for providing a safe and secure environment for the children while they are seeking pathway to a timely reunification. The Behavior Health Manager will be responsible for the Key Responsibilities listed below. This role is anticipated to be based in St Louis, MO.  However, the final location is yet to be determined.

    ABOUT THE OPPORTUNITY

    The US Department of Health and Human Services (HHS), Administration for Children and Families (ACF), and the Office of Refugee Resettlement (ORR) historically cares for Unaccompanied Children (UC) crossing into the United States. As required by the Flores Settlement Agreement, ORR must deliver safe, child friendly care for these children. ORR needs a trusted partner to manage and provide a full spectrum of services. To achieve ORR’s objectives, AECOM has partnered with industry leading firms to create TeamCARE

    The Behavior Health Manager will report directly to the Medical Director and works with the Manager of Medical Services to provide cohesive, compliant medical care for the HHS Influx facility. 

    KEY RESPONSIBILITIES

    • Assumes a leadership position relative to knowledge, implementation, training and supervision of the Behavioral Health Program
    • Develops, implements, and interprets medical policy, technology assessments, and medical necessity guidelines for a behavioral health program for unaccompanied minors, per ORR and HSS policies and procedures
    • Provides clinical leadership to the interdisciplinary Medical Management team, which includes clinical/medical oversight of clinical team members and consultation and training with care managers to address quality of care
    • Oversee all aspects of the program, including development and implementation of individual care plans/treatment plans specific to each unaccompanied minor, including crisis prevention and intervention
    • Supervise and ensure the evidence based behavioral health services of all licensed providers
    • Development of UC Mental Health Assessment
    • Develop and implement psychoeducation and skill building curricula on campus, as well as preparing UCs for reunification
    • Aid in coordinating care for UCs that are higher risk or require a higher level of care – inpatient and outpatient
    • Oversee required session scheduling for staff and UCs, ensuring staffing ratios are met
    • Integrate behavioral and mental health services into daily care of UCs
  • Qualifications

    Qualifications

    MINIMUM REQUIREMENTS:

    • Bachelor’s degree in psychology or related field plus 6 years of relevant experience in the field of child and adolescents’ psychology

    • Knowledge of the principles, theories, and methods of the psychological and social development of adolescents and unaccompanied minors

    • Ability to recognize behavioral symptoms of mental illness/ serious emotional disturbance (SED) and substance use, and developmental disabilities

    • Be able to provide individual or group counseling sessions, with the ability to provide screening for human trafficking concerns, and crisis intervention for all UCs in our care

    • Management experience required

    LICENSURE

    • Licensed Professional Counselor or Licensed Clinical Social Worker with Appropriate licensure preferably in the state of service

    PREFERRED REQUIREMENTS:

    • Master’s degree in psychology or related field OR Ph.D. in Psychology
    • Minimum of 8 to 10 years of relevant experience in the field of child and adolescents’ psychology with a minimum of 5 years of management experience
    • Bi-Lingual, English and Spanish, both verbal and written

    Additional Information

     

    • This position will subject to a pre-employment background screen to include, but not limited to the following:
      • A FBI fingerprint check of national and state criminal history repositories;
      • A child protective services check with the staff’s State(s) of U.S. residence for the last five years; and
      • Background investigation updates at a minimum of every five years of the staff/contractor/volunteer’s start date or last background investigation update. Care provider facilities may require the updated background investigation more frequently as necessary.
    • Sponsorship for US Employment Authorization is not available for this position, now or in the future.
    • Valid Driver’s License to operate a motor vehicle on HHS Influx Program site location to support project tasks assignments and scope of work. For positions with driving responsibilities, Motor Vehicle Records are reviewed as part of AECOM’s background check process to ensure compliance with the Company’s driving standards.
