    Job Description

    PROGRAM OVERVIEW: 

    Department of Defense Human Resources Activity (DHRA) is a Field Activity of the Office of the Under Secretary of Defense, Personnel and Readiness (OUSD P&R) leading the way for a number of key DoD Components and programs. DHRA is a multifaceted organization with a diverse mission set. DHRA provides centralized and comprehensive personnel data management and analysis for the entire DoD; manages DoD enterprise-wide mission programs ranging from travel management, language and culture, to civilian human resource advisory services; and, ensures our Service members and their families, reserve, retired military members and their families, and civilian employees receive the care and support they are entitled through multiple and highly visible direct support programs. The ANALYGENCE Project Manager I for this task order will provide support services to a geographically dispersed organization with locations in Alexandria, VA and Seaside, CA.

    PRIMARY RESPONSIBILITIES: 

    The Project Manager I will be responsible for all management oversight of the task order. As such, the Project Manager I shall:

    • Establish performance management systems to track task activity, quality and progress against specified tasks.
    • Manage recruiting resources as well as the recruitment and retention strategy designed to meet staffing requirements; supervise recruitment and hiring.
    • Oversee staff training and development to ensure professionalism and skill enhancement.
    • Supervise task order performance monitoring and documentation taking necessary action to assure quality control.
    • Serve as primary liaison to the DHRA COR responsible for management of the contract.
    • Provide day-to-day financial oversight and management of contract funding.
    • Manages project operations for all locations. 
    • Ensures staffing, training, and security requirements are met. 
    • Ensures resources are effectively committed to required tasks and that schedules are met. 
    • Ensures high professional quality of work and work products.
    • Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.
    • Responsible for the overall management of the contract performance and ensuring quality work is completed on schedule.
    • Create a detailed project management plan (PMP).
    • Create a written Monthly Status Report (MSR), documenting services provided, issues, and progress.
    • Complete a Problem Notification Report (PNR) for any schedule delays and contractual issues.
    • Ensure qualified individuals are on the job at Task Order start, and will maintain a stable workforce to ensure no degradation of services.
    • Ensure personnel readiness by providing appropriate training and guidance to workforce to ensure they maintain a trained level of proficiency in stated tasks.
    • Ensure adherence to quality standards, deadlines, policies, and procedures.
    • Ensure work coverage during normal duty hours. Ensure contractor personnel wear appropriate business attire at all times.
    • Ensure personnel adhere to the appropriate DoD and/or DHRA or component Operation Instructions.
    • Assess effectiveness of information sharing usage patterns and recommend changes to improve end-user experience and information transfer.
    • Participate in a Post-Award Conference.
    • Facilitate quarterly contract management review meetings to review contract performance and discuss any contractual issues.
    • Utilize the task request workflow tool for identifying and assigning work.

     

  • Qualifications

    Qualifications

    • Minimum of Bachelor’s degree in related field.
    • Minimum of five (5) years of demonstrated recent experience in personnel/performance management.
    • Preferred Experience in managing projects  involving front office executive support, administrative and security office functions, correspondence issuance and tracking, high-level tasker response tracking, production/delivery of training materials, basic data analysis, document control and records/file management, coordination and issuance of reports, and reception support.
    • Excellent inter-personnel skills and ability to exercise independent judgment.
    • Experience managing previous contracts for DHRA or DoD.
    • Working knowledge and proficiency in the use of all applications in the Microsoft Office Suite (currently 2013 and 2016) (including Access, Project, Excel, Visio, and PowerPoint), Service Now (a customizable, commercial off the shelf (COTS)), and SharePoint (currently 2013).
    • Working knowledge of the Office of the Secretary of Defense and Department of Defense writing styles as contained in DoD Manual 5110.04-M, Volume 1, DoD Manual for Written Material: Correspondence Management and DoD 5110.04-M, Volume 2, DoD Manual for Written Material: Examples and Reference Material.
    • Working knowledge of correspondence tracking systems (preferably have knowledge with the OSD Correspondence and Tracking System (CATMS) and Task Management Tool (TMT) (a customized COTS tracking system).
