    Job Description

    OVERVIEW

    The Chemical and Biological Defense Program (CBDP) Financial Analyst provides support to the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) in the oversight of the CBDP. In this position, the CBDP Acquisition Program Analyst provides subject matter expertise, advice, and recommendations to assist the ODASD(CBD) in assessing and supporting the whole-of the CBDP. The analyst will provide senior-level financial support to the ODASD(CBD) in the oversight of the CBDP’s medical and physical programs and will ensure all programs have viable financial strategies, are on track, and are utilizing appropriate metrics. 

    SPECIFIC JOB DESCRIPTION

    ANSER is seeking a Financial Analyst to assist the OASD CBD Program. Responsibilities include:

    • Analyze financial data related to operations, business performance, opportunities, and investments.
    • Familiarity with analyzing budgets and other financial data
    • Support the Planning, Programming, Budgeting, and Execution (PPBE) process within DoD CIO by reviewing budget Program Objectives Memorandum (POM) submissions and correlating the submissions to strategy and or funding requirements.
    • Conduct analysis of budget artifacts (SNAP-IT budget; investment descriptions, categorization of service and agency efforts to investment descriptions, Congressional Budget Justifications, budget baselines, etc.).
    • Support process improvements by documenting areas needing more clarity.
    • Assist in writing, editing, and justifying policy document language for cybersecurity capabilities

    EDUCATION AND EXPERIENCE

    Advanced degree in a discipline relevant to the position; or bachelors degree plus at least 5 years relevant professional experience.

    SKILLS AND EXPERIENCE

    • Must have an active Top Secret Clearance / SCI
    • Cognizant of current DoD budgetary principles and their associated operational impact
    • Familiarity with Program Objective Memorandum (POM) submission process with DoD organizations and or Military services.
    • Demonstrated experience working with military components or other DoD agencies CBRN or CWMD activities budget
    • Experience working with budget databases to include DRDW, SNAP-IT, and or PRCP.
    • Experience within DoD Appropriations and budget documents.
    • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel;
    • Ability to work in a fast-paced office with a high operational tempo;
    • Ability to work independently with limited or ambiguous information;
    • Ability to lead disparate teams and build coalitions within a community of interest;
    • Possess strong communication skills, both written and oral;
    • Organization and attention to detail; and
    • Ability to travel to meetings in the National Capitol Region and occasional CONUS travel.
    • Expert level user of Microsoft Office Professional Software Suite
