    The Aleutian Pribilof Island Community Development Association (APICDA) is seeking a Human Resources and Workforce Development Manager. APICDA is a 501(c)(3) non-profit corporation dedicated to strengthening local economies and building infrastructure to support commerce in six remote villages in the Aleutian-Pribilof region of Alaska for 30 years. We focus our efforts on community-led initiatives, advocacy, vocational training, education, and workforce development programs that have been identified as high priorities.

    This position requires a self-motivated, mission driven employee to manage all functions of APICDA’s Human Resource Department including recruiting and hiring staff, administering benefits, and ensuring compliance with federal and state regulations and company policies and practices. This position is responsible for creating and executing a comprehensive workforce development program that will assess, train, and maintain a skilled workforce in the APICDA communities. The position works as a team member to support the overall success and daily functions of the Anchorage office. This position is supervised by the Chief Program Officer.

    Essential Functions:

    Human Resources

    Manage the staffing process, which may include recruitment, interviewing, and hiring of qualified job applicants, collaborate with department managers to understand skills and competencies required for openings.

    Administer the employee training and development program.

    Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and procedures to maintain compliance.

    Administer the employee benefits program (does not include retirement benefits).

    Ensure job descriptions are current and compliant with all local, state and federal regulations.

    Maintain company organization chart.

    Maintain HR systems and processes, including personnel files.

    Provide annual budgetary recommendations for labor, benefits and manage human resource program budget. Ensure appropriate expenditures remain within the budget.

    Respond to routine inquiries from department of labor, unemployment insurance and other entities, requesting employee information; to include reference checks and employment verifications.

    Develop and maintain the performance appraisal system for the company.

    Work in partnership with staff to organize and prepare APICDA employment related data for reporting purposes.

    Partner with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

    Provide support and guidance to management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances, such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations. Oversee employee disciplinary meetings, terminations, and investigations.

    Promote APICDA core values and mission to reinforce a positive company culture.

    Analyze trends in compensation and benefits; research compensation strategy and keep the strategy up to date, analyze trends in compensation and benefits.

    Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

    Organize special events and purchase awards and gifts, as needed.

    Workforce Development

    Develop a workforce development program that aligns with APICDA’s workforce development goals, expanding the local labor pool, and increasing the base of skilled workers in all levels of needed expertise for existing and prospective jobs and projects.

    Work with APICDA’s Program and Operations Department to implement strategies and create partnerships to expand necessary workforce training and recruitment from resident population to maximize local labor pool.

    Cultivate prospective business contacts and opportunities for support of workforce development initiatives through appropriate professional associations and networking activities.

    Communicate and report project related management activities through written reports, verbal reports and presentations to APICDA’s executive team, board of directors, and stakeholders.

    Travel to APICDA communities to conduct meetings, interview and evaluate employment and workforce development needs and promote APICDA programs. Travel required to attend meetings, conference, board meeting and other industry related events.

    Other duties as assigned.

    Qualifications: Bachelor’s degree in Human Resources, Business Management, Psychology or other closely related field with five (5) years of progressive HR experience. Prefer advanced degree. Equivalent education, experience and training may be substituted for degree requirements on a year-for-year basis. Working knowledge of federal and state labor law; excellent communication skills and ability to work effectively with co-workers and APICDA community members. Advanced knowledge of Microsoft Office Suite, Google Suite and HRMS systems. Knowledge and understanding of APICDA, the Aleutian Pribilof region and the CDQ program are preferred. Must be willing and able to travel to remote communities and outside the state of Alaska.

    Preferred Skills and Experience:

    Excellent computer skills and proficiency with office productivity software, to include advanced skills in Microsoft Excel, PowerPoint and Word, Google and HRMS systems.

    Knowledge of State and Federal regulations relating to employee wage and hour law.

    Knowledge of employee benefit programs, wage, and salary administration application.

    Ability to maintain strict confidentiality.

    The ability to coordinate multiple projects and assignments with various organizations and meet multiple deadlines.

    The ability to display the highest levels of professionalism and responsibility in representing APICDA.

    Skills for critical thinking and ability to exercise good judgment in independently analyzing situations, problem solving, and making recommendations.

    Demonstrated record of statistical and quantitative analysis skills

    The ability to comprehend, interpret, and apply policies, regulations, and processes, and articulate them as appropriate for different audiences

    Excellent skills in proofreading with attention to detail.

    Skilled in providing excellent customer service and working as an active member in teamwork settings.

    Demonstrated effective written and oral communication with a variety of audiences, such as staff (or colleagues), executives (or board members), and external agencies. Excellent listening skills.

    The ability to work effectively in a fast-paced professional environment with regular interruptions, within a complex organization.

    Ability to work in an environment that requires exercise of discretion and independent judgment.

    Ability to learn new software systems and assist others with their use.

    Ability to establish and maintain files and record keeping systems.

    Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is required to travel for corporate events and operate from remote office locations. Travel to remote communities with inclement weather and small aircraft transportation.

    Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk and/or hear. The employee frequently is required to stand; walk; climb stairs; use hands and fingers to handle and/or feel; and reach with hands and arms. This position requires the ability to occasionally lift office products and supplies, up to 50 pounds.
