    AQIWO seeks a qualified Financial Analyst to support our work with the US Department of Labor (DOL) Office of Workers Compensation Programs (OWCP) in Washington, DC. Qualified candidates will be capable of assessing and making actionable recommendations to improve current financial processes, including Financial Accountability, Validation and Oversight, and Risk Identification and Mitigation Improvement Opportunities analysis.

    Key responsibilities include the following:

    Reviewing and analyzing consolidated financial statements, annual reports, management accounts, profit and loss statements, cash and asset inventories, balance sheets, and other financial reports of coal mine operators to assess and evaluate level of risk. This will include calculating profitability and solvency metrics as outlined in DCMWC’s Financial Health Assessment Tool.

    Analyze financial information provided by coal mine operators in comparison to consolidated financial statements to ensure accuracy and compliance.

    Prepare coal mine operator financial risk assessments, with security deposit calculations based on DCMWC’s Financial Health Assessment Tool financial templates for self-insurance analysis.

    Develop standardized operating procedures for annual and quarterly reviews of company filings and other financial documentation.

    Prepare financial models and analytical support for decision making on self-insurance and securitization, structuring securities, and other special situations.

    Ongoing monitoring and periodic analysis and reporting, as specified by the government. This may include, but is not limited to, expert opinion on financial proposals presented during settlement negotiations.

    Qualifications:

    BS degree in Finance, Accounting, Economics or related field

    At least 5 years’ experience of detailed analysis of corporate financial reports and data to assess financial risk

    Proficient in spreadsheets, databases, MS Office and financial software applications

    Experience with statistical analysis and statistical packages

    Well-informed in current financial subjects, accounting, tax laws, money market and business environments

    Knowledge of the various forms of security allowed for use by self-insurance programs.

    Experience reviewing and analyzing financial statements, annual reports, management accounts, profit and loss statements, cash and asset inventories, and balance sheets

    High-level understanding of financial statement analysis and risk assessment

    Familiarity with coal mine or similar industry preferred but not mandatory

    National Association of Credit Analysts - Certified Specialist in Credit Analysis (NACA-CSCA) designation preferred but not mandatory
