Job Summary:
The City of Norfolk’s Parking Division, an enterprise fund within the Department of General Services, manages over 19,000 public parking spaces across garages, lots, and on-street meters. This position reports to the Enterprise Controller and is responsible for overseeing key accounting and procurement functions, including accounts payable, expense reporting, cash management, vendor relations, and ERP-based procurement processes. The role supervises accounting staff, ensures financial accuracy and compliance, supports system improvements, and collaborates with internal teams and vendors to enhance operational efficiency and cost effectiveness.
Essential Functions:
- Review, evaluate, and improve accounting systems and processes; collaborate with department leadership to ensure accurate and timely financial data.
- Prepare, review, and maintain accounting records, financial reports, journal entries, and general ledger activity; analyze financial transactions, trends, revenues, and expenditures.
- Manage accounts payable functions, including invoices, purchase cards, bi-weekly disbursements, accruals, and monthly close activities.
- Oversee vendor billing, contract tracking, and expense reporting; resolve discrepancies and maintain strong vendor relationships.
- Support procurement activities, including contract documentation, ERP system processes, reporting, dashboards, and cost-saving initiatives.
- Supervise and provide guidance to accounting staff to ensure timely, accurate work and compliance with policies.
- Assist with cash forecasting, bank reconciliations, audits, and financial statement maintenance.
- Collaborate with internal teams to enhance operational efficiency, support system upgrades, and implement process improvements.
- Provide professional customer service to internal departments, vendors, and the public; assist with special projects as assigned.
Education/Experience
- Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a bachelor’s degree or equivalent.
- One (1) year of experience.
