     Job Description

    POSITION SUMMARY:      Performs professional accounting work in the recording and reporting of financial transactions and budgetary control for organization; to review and assist in processing accounts payable, financial monitoring of funded agencies invoices and expenditures and other fiscal records; and to prepare financial report statements and analyses. Performs agency fiscal monitoring and reviews which adheres to the protocol developed by the PLB.  Results of monitoring visits are documented and reported utilizing professional internal auditing techniques. Additional responsibilities include review and approval of agency reimbursements, participation in training of agency personnel on billing process, and various ad-hoc analysis projects.

     FUNCTIONS OF THE JOB

     ESSENTIAL FUNCTIONS:

    1. Participates in the posting, balancing, and reconciliation of the general ledger and subsidiary accounts.
    2. Assists departmental personnel with budget activity, proper expenditure coding, document preparation, and other accounting-related activities.
    3. Assists in annual budget preparation.
    4. Analytical review of agency annual financial statements and budgets.
    5. Review allocations of direct and indirect expenses and trace to substantiating documentation for POS and grant projects.
    6. Review audited unit cost reports prepared by agencies’ independent auditors.
    7. Prepare work papers/files supporting findings of agency reviews.
    8. Analytical review of agency financial statements.
    9. Perform monthly bank statement reconciliation and various other monthly closing analysis.
    10. Review and approve semi-monthly agency reimbursements for compliance with PLB Policies.
    11. Act as back-up to oversee Accounts Payable and process operations disbursements
    12. Act as back-up for disbursement of invoices to PLB funded agencies for services; monitor invoice payments to ensure all expenditures have been budgeted and have Board approval for funding.
    13. Coordinate and deliver funded agency training on invoicing and Funding Manual requirements.
    14. Conduct agency inventory reviews and update UCC filings.

    Review and prepare various agency analysis of utilization of funding for Financial Statements and analysis.

    QUALIFICATIONS

    Education: Accounting Degree

    Accounting and auditing principles and practices Experience and report writing with enterprise resource planning (ERP) accounting and project management system: preferred Microsoft Dynamics Proficient in MS Office products.   EXPERIENCE: Minimum of five years general accounting and exposure to auditing in public accounting, government or corporate accounting environment.
