    POSITION: Project Control Analyst

    TIMEFRAME: ASAP – 6 months (temp to perm)  PAY RANGE: $20-$30 PER HOUR LOCATION: REMOTE

    Our client is a 65-year-old, well-known research organization based in Rockville, MD. We are partnering with them to find a talented, highly skilled Analyst to join a newly created, functional team which supports the company's Practice Areas.

    The ideal Candidate will possess background and experience in these areas:

    · Estimate at Cost and/or Estimate to Complete

    · Cost Control Management

    · Budget Project Spending

    · Cost Point Accounting Systems

    · Excel for data manipulation and analysis such as pivot tables, lookups, etc.

    · Government contract financial management

    JOB RESPONSIBILITIES:

    • Develop budgets for program teams that align to contractual requirements, proposal, and program WBS.
    • Strong communication skills with respect to identifying and explaining financial risks/implications of project management decisions.
    • Review, validate and report project actual costs incurred for labor, expense, and travel.
    • Work with Program Team to collect bottom-up financial forecasts/Estimate to complete and enter in Program Financial Management Tool.
    • Review trends to assess accuracy of the financial forecast and work with program team to mediate any issues.
    • Responsible for accuracy in financial reporting for cost, revenue, and profitability internally to the division and finance department, as well as externally to the client(s) in accordance with contractual obligations.
    • Comply with company, client, local and other legal requirements, and regulations.
    • Track the progress of activities with financial implications such as milestones with progress payments.
    • Prepare and manage project specific deliverables related to financial or contractual requirements (such as invoicing, supporting back-up data, limitation of funds communications, etc.).
    • Responsible for accuracy of financial reporting to client and Practice Areas.
    • Work with contracts to review vendor and consultant agreements to validate appropriate funding and contract type based on prime contract including subcontracts and materials purchases.

    BASIC QUALIFICATIONS:

    Some college coursework in finance or accounting and a minimum of 5 years of progressive experience including 3 years of experience in project controls.
