    LOCATION:

    While the position is remote, the incumbent must be able to commute to the Maryland office (BWI Airport corridor) as needed.

    JOB SUMMARY/POSITION OBJECTIVES: This position reports to the Chief Financial Officer and is responsible for the oversight and coordination of all financial transactions and financial reporting and the Maryland Physicians Care MCO (MPC). This position supports the financial components of the operating units' principal of integrated medical, operational, and financial management.

    Essential Functions:

    • Establishes and maintains systems and controls which verify the integrity and accuracy of all financial systems, processes and data including the company's efforts related to Model Audit Rule and Enterprise Risk Management
    • Manages the transaction, balance, and reporting of all assets and liabilities; generate appropriate closing reports; facilitate the timely variance analysis and explanation.
    • Manages the preparation and dissemination of financial management reports and statements, including monthly statements, annual audits, annual & quarterly budgets, annual and quarterly tax reports.

    Present information to MPC and Senior Leadership.

    • Investment Management including oversight of all treasury functions including balance and reconcile assets; prepare daily bank balance report, accounts receivable, accounts payable and claims payable activities.

    • Assist with management of annual State Rate Setting process and monthly IBNR claims liability estimates. Working with State and internal actuaries.

    • Facilitates the accurate and timely processing of FTE and administrative expense reports, cash control, and payroll processing; monitor and comply with state and federal reporting requirements along with

    401K reporting

    • Supports the accurate and timely accounts receivable aging reports as needed; support the Reinsurance, Capitation and Delivery Supplemental Receivable
    • Analyzes budget proposals; prepares budget proposals for various projects as requested including ad hoc reporting
    • Interfaces with auditors; assimilates and provide supporting documentation when requested
    • Monitors banking and financing trends for possibilities of cash accounts enhancements; advise appropriate management of sound financial initiatives
    • Manages all vendor and bank relations and functions, including reconcile statements and invoices.
    • Manages the accurate and timely reporting of all “Statutory” reports with the Maryland Insurance

    Administration (MIA), Health Services Cost Review Commission(HSCRC) and Maryland Department of Health(MDH).

    • Assists with Strategic planning efforts of both MPC and organization.

    KNOWLEDGE AND SKILLS:

    • Ability to perform detailed and disciplined work using standard methodologies in the analysis, design, development, evaluation, documentation, implementation, and support of accounting and business finance procedures.

    • Ability to organize, coordinate and prioritize multiple tasks.

    • Ability to communicate and present information effectively in one-on-one and small group settings.

    • Excellent interpersonal and communication skills as the incumbent must be effective in working with a diverse group of management, staff, state regulators and auditors and proactive in problem-solving.

    • Strong analytical abilities to define problems, collect data, establish fact, draw valid conclusions, and design, implement, and manage appropriate action plans.

    • Strong accounting and financial analysis skills.

    • Strong computer and software skills to successfully utilize Excel, and other Microsoft Office software applications.

    EDUCATION AND WORK EXPERIENCE:

    • A bachelor's degree in business administration, accounting, finance, or equivalent background with seven to ten years of work experience in finance, accounting, or business administration preferably within a healthcare and/or managed care environment with at least five years in supervisory position.
    • Experience in “Statutory accounting” beneficial.
    • MBA and/or CPA preferred
    • Maryland HealthChoice/Medicaid Managed Care experience preferred
