    Aderas Inc has an immediate opening for a Software Technical Lead work on a Defense Health Agency project. The Software Technical Lead will lead a team of .net developers and testers to maintain and implement IT enhancements and bug fixes into an existing DHA IT system based on .net and SQL server technologies. The Software Technical Lead will work the Application interfaces using XCA, HL7, XDS, IHE, DICOM to external systems and will support regional and central sites.

    Reporting to the project manager, the Software Technical Lead provides expert support, analysis, and research into exceptionally complex problems, and processes relating to the subject matter. This technical lead is a hands-on position that still design, develops, and unit tests their own code in a two-week sprint development cycle.

    They serve as the technical expert on executive-level project teams providing technical direction, interpretation, and alternatives. Thinks independently and demonstrates exceptional written and oral communications skills. Applies extensive technical expertise, and has full knowledge of other related disciplines. Guides the successful completion of major programs and may function in a project leadership role. Develops technical solutions to complex problems that require the regular use of ingenuity and creativity. Work is performed without appreciable direction. Exercises considerable latitude in determining technical objectives of assignment.

    Required Education:

    Bachelor’s Degree in Information Technology, Computer Science or related degree. Six (6) years’ experience in a related field may be substituted for the Minimum Education requirements.

    Primary Job Duties:

    • As a Technical Lead .Net developers, DBA, testers, and analysts in the design, development, test, and deployment in test and production environments in a two-week sprint development cycle
    • Lead as a certified SCRUM Master the daily morning standup meetings
    • Lead code peer reviews, development testing, and code build process for deployments
    • Lead the creation and submittal of technical white paper along with the briefing to the government PMO staff
    • Oversee the sprint builds, build documentation, and build testing in our dev-test environment, gov’t tests environments
    • Manage the development team in the support of the various production help tickets to closure
    • Provides full life cycle support in software and system development at varying degrees of responsibility and technical contribution applications modules and works with the client to develop functional solutions to complex problems
    • Provides analytical and troubleshooting abilities to address multiple technical areas of systems.

    Secondary Job Duties:

    • Provide Subject Matter Expert (SME) support for the sustainment of a Regional / Central HAIR failover capability Continuity of Operations (COOP) and a backup solution including providing updates to the configurations and application while the solution is finalizing development and supporting activities including testing, deployment, and sustainment.
    • Cross-enterprise Document Reliable Interchange (XDR): Sustain the interface that will allow for multiple files to be uploaded and registered into HAIMS. This is the standard interface for system-to-system publishing for external systems. External systems are expected to follow the XDR standard and HAIMS metadata requirements to minimize any code update or data mapping.
    • Cross-Community Access (XCA): Sustain the interface using HAIMS standard interface referenced in the Interface Control Document (ICD) to register the artifacts into HAIMS for global visibility and utilize the HAIMS standard web services to search and retrieve the artifacts when requested by the user. Example XCA interfaces include the Veterans Health Administration (VHA), and Health Readiness Record (HRR).
    • Health Level 7 (HL7): Sustain the interface where radiological orders are placed and HAIMS. An HL7 message is generated when a DICOM study has been completed. This message is used as a trigger to register studies within HAIMS. It also provides a copy of the completed study report within the message that will be extracted and stored within HAIMS.
    • Sustain the interface to the Services Regional Picture Archiving and Communication System (PACS) archives that stores the DICOM images. As these images become available, HAIMS will need to register the metadata into HAIMS so they become available throughout the enterprise. The images themselves will not be stored within HAIMS. This includes monitoring unordered and ordered PACS system interfaces.
    • DOD Electronic Health Record (EHR) Embedded Mode: Sustain the system interfaces to support the event associated with the EHR. System interfaces include but not limited to CDR Master Member Index (MMI), Enterprise Master SnareWorks Server (EMSS), AHLTA Local Cache Server (LCS).

    Required Skills:

    • Experience leading a team of .net developers, testers, and analyst in a SCRUM Agile development environment for a minimum of 3-5 years with a development team of 10-15 personnel
    • Certified SCRUM Master
    • Experience of creating the deployment builds for test and production environments
    • Provides industry-standard expertise. Established and reviewed existing technology and process standards. Designed, developed, and/or maintained complex technical solutions.
    • Experience with Service Oriented Architecture (SOA) based architecture required, including developing web services
    • Experience with Integrating Healthcare Enterprise (IHE) standards including Cross-Community Access (XCA) and Cross-Enterprise Document Sharing (XDS), HL7, Digital Imaging and Communications in Medicine (DICOM), & Regional / Central HAIR failover capability Continuity of Operations (COOP)
    • Experience in .NET architecture, Windows 2012, and SQL Server 2012
    • Excellent oral and written communication skills, including working with senior military and government leadership
    • Excellent MS Office experience: Word, Excel, PowerPoint, & Visio
    • Designing and developing solutions with integrated components in relational databases.
    • Experience with industry-standard methodologies and frameworks.

    Required Years of Experience:

    • Requires a minimum of fifteen (15) years’ overall experience in a functional or technical role, including designing and developing solutions with graphical interface and service module solutions.

    Preferred Experience:

    • Assisting with the DoD certification and accreditation information assurance using Risk Management Framework (RMF) processes
    • Creation of project-related documentation such as Version Description Document, Release Notes, Installation Instructions, User Installation Guide, Requirement Traceability Matrix, Agile Management Plan, Configuration Management (CM) Compliance Plan, Software Implementation Plan, Development Integration Test (DIT) Environment Plan, Solutions Design Documents (SDDs), Contingency Operations Plan, and other project documents
    • Experience with military health IT systems, including AHLTA, CHCS, HAIMS, or Essentris
    • Experience working with JIRA in an Agile environment

    Preferred Qualifications & Certification(s):

    • Security + and Industry Related certification (e.g. .NET, SQL Server)
