    SUMMARY:

    Data Processing Manager is responsible for the profit and loss of the Data Processing department. This includes managing, planning, staffing and establishing the future vision of services provided by Data Processing. They are also responsible for job and work flow automation in the Company.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Maintain awareness of technology trends in software and output devices to assist in planning the Company’s forward technology strategy, focusing on job automation
    • Develop strategic vision and priorities for the Data Processing (DP) department to support the organization,
    • Define a department strategy and roadmap with milestones and next steps,
    • Maintain and direct a comprehensive DP security plan, protect the confidentiality, integrity, and availability/accessibility of both client and company data and infrastructure
    • Establish and maintain policies, standard operating procedures and best industry standard practices,
    • Direct the activities of DP Department subordinates to keep the data processing infrastructure running seamlessly, efficiently, and effectively while ensuring compliance with established standards and policies ensuring that data processing jobs meet critical deadlines,
    • Lead department workforce planning and management to include interviewing, hiring and training employees; planning, assigning, and directing work; performance management; rewarding and disciplining employees; addressing complaints and resolving problems,
    • Create a team environment and open line of communication with all team members,
    • Develop and implement all necessary training for the team, from new systems, to upgrade changes, to process changes, to ensure the entire team is skilled and flexible,
    • Manage department budget and expenditures,
    • Manage deliverable of outsourced vendors,
    • Develop QA process on special and ongoing projects,
    • Develop and maintain DP standard operating processes documentation,
    • Perform direct staff report supervisory responsibilities in accordance with the organization's policies and applicable laws,
    • Empower managers and supervisors to participate in the decision-making processes,
    • Participate and communicate with other Managers / Executives in the company to develop cross-functional Executive team,
    • Participate as member of the Executive Management Team (EMT),
    • Be able to do and teach the key DP functions and systems:
    • Use BCC Mail Manager to process mail lists. This includes Merge/Purge, CASS certification, NCOA, and Presorting
    • Format, cleanse, and standardize data files
    • Prepare postal documentation
    • Delegate responsibilities to team and provide guidance
    • Manage mail quality scores and reports
    • Research, implement, and provide training on postal opportunities
    • Provide analyses to ensure optimal savings and efficiency
    • Escalate questions or concerns to USPS or consolidators when necessary as a main contact
    • Participate in industry events to gain knowledge and take advantage of networking opportunities
    • Other related duties as assigned

    SUPERVISORY RESPONSIBILITIES:

    Oversee all employees in Data Processing Department (including Print Room personnel). Carries out supervisory responsibilities in accordance with the organization’s policies and procedures and directs all activities within the laws of the state of California and US labor codes.

    EDUCATION AND/OR EXPERIENCE:

    Must have a Bachelor’s degree in business administration or related field and a minimum of five years work experience as a Department Manager or Manager within in a direct mail marketing and/or production data processing production environment.

    REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

    • Possess a demonstrated ability to lead people and get results through others
    • Have the ability to think ahead and plan over a 12-36 month time span
    • Able to organize and manage multiple priorities and projects
    • Possess problem analysis and problem resolution skills at both a strategic and functional level
    • Must have experience leading a data processing production department
    • Department P&L experience
    • Extensive Data Processing experience (Data conversion, ETL, Importing, Exporting, Segmentation)
    • Strong Direct Mail processing experience (CASS, Presort, NCOA, USPS DMM)
    • Strong MS-SQL Server experience (SQL Scripts, SQL Queries, SQL Stored Procedures, Relational Database concepts)
    • Mid level Adobe InDesign CS3 or CS4 knowledge

    · Extensive knowledge of USPS postal regulations

    · Experience processing mailing lists with BCC Mail Manager FS

    · Experience programming in Python and SQL

    • Analyze data relative to business rules of a client
    • Must be able to work in a fast paced environment
    • Experience with work flow and job function automation in Direct Mail, with the ability to analyze existing job and workflow and recommend automation improvements and changes.

    HIGHLY PREFERRED SKILLS:

    Direct Mail, Laser, Digital Variable Printing, Roll-to-Roll Ink Jet (Screen) experience,

    Variable Digital Print knowledge (JetLetter, XMPie, PageFlex, Printable, Planet Press)

    Business/Quality process improvement knowledge (Six Sigma, Agile/Lean/Kaizen, PDCA, TQM, ISO 9001)

    LANGUAGE SKILLS:

    Ability to read and interpret documents, manuals, operating and maintenance instructions, financial standards and codes. Excellent interpersonal and communications skills. Ability to write routine and financial reports and correspondence. Ability to speak effectively before groups of clients and/or employees of the organization. Interpersonal skills necessary to train others in performing key financial activities and supervise their work. Team working ability to enable effective interaction with and motivation of other team members, including peers.

    MATHEMATICAL SKILLS

    Ability to use a 10 key calculator by touch method, compute interest rates, returns, ratios. ROI and other financial analysis useful in the general business and specific analysis for the Mailing, fulfillment and DP business. Ability to perform complex financial and statistical analysis.

    REASONING ABILITY:

    Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several variables in non-routine situations. Ability to set and meet deadlines including a strong ability to manage multiple tasks to completion at the same time. Ability to make recommendations on key financial decisions to the President.
