Salary Range: $5,242 to $7,028 monthly; Starting Salary; DOQ, DOE

Brief Duties and Responsibilities: The position supervises, manages, and performs specialized clerical, financial, Deputy Registrar, and receptionist duties for multiple programs. This position requires Washington State Certification as Deputy Registrar. As a member of management and primary financial resource for the department, this position assumes a strategic role in overall financial management. This position has the primary day-to-day responsibility for overseeing all fiscal, grant, and fiduciary requirements relevant to department fiscal operations and planning of all financial and grant/contract related activities and goals; coordinates and collaborates with other internal units, external departments and agencies in achieving financial needs and goals; assists in the development and implementation of internal policies, specifically those related to financial and administrative functions. Responsible for the maintenance of office equipment, implementing software programs and training of staff in the use of equipment and programs.
Working Environment/Physical Abilities: Requires manual dexterity and visual acuity to operate personal computer and peripherals. Ability to lift up to 25 pounds. Ability to drive vehicles, fly in an airplane and travel as required. Ability to demonstrate and exercise considerable initiative and make sound decisions. Ability to effectively communicate both orally and in writing in English. Ability to organize office functions and direct staff to provide maximum effective service to the consumer group. Ability to work with multi-cultural, multi-lingual and challenged individuals and families. Knowledge of local services and referral processes. Computer literate, including Microsoft software programs. Knowledge of general payroll procedures, budgeting processes and the state BARS. Ability to supervise, counsel, resolve conflict and discipline staff. Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP), county financial management system, and applicable state and federal financial and grant regulations. Ability to write and construct spreadsheets and databases for financial modeling and record-keeping for management of grant-related processes and information. Demonstrate initiative and ability to act independently and work as part of a team. Possess excellent organizational ability and skills; ability to maintain adequate records, work with multiple tasks and consistently meet challenging internal and external deadlines. Ability to develop and maintain positive working relationships with county and state officials, provider agencies and volunteer boards.
Minimum Qualifications: Associate or Bachelor's Degree in accounting or related field, three (3) years’ experience in double entry fund accounting for Washington State BARS (Budgeting, Accounting, Reporting System) or equivalent, and three (3) years supervision experience, or combination of education, experience and training that provides the skill level required above. Provide documentation of immunization status, proof of immunity to vaccine preventable diseases, or sign an exemption and participate in the employee health program.
