    Advanced Decision Vectors, LLC (ADV) was established in 2009, provides superior program management, program support, strategic planning, and systems engineering to the Federal and Commercial sectors.     We are seeking a FUNCTIONAL SPECIALIST to support our recently won (prime contract) with National Institutes of Health (NIH) in WASHINGTON, DC.

    RESPONSIBILITIES ARE BUT NOT LIMITED TO;

    • Proficiency in creating product using full suite of Microsoft Office 365 Apps, including, but not limited to, SharePoint, Forms, Lists, Teams, Power BI and Power Automate.
    • Coordinating the development and implementation of various business and scientific material and programmatic documentation for public consumption.
    • Leading activities associated with significant matters such as objectives and content and reviewing and modifying existing content, methods and products.
    • Coordinating the periodic review and updating of BARDA/CMA's written products to ensure a consistent message and improve efficacy.
    • Seeking new and engaging ways to present information with a focus on graphical representation of information/data (infographics).
    • Providing guidance and advice on writing and editing program policies and consultations. • Gathers, consolidates, and integrates numerous technical and administrative input from staff, professional, and technical personnel.
    • Coordinates to ensure that important trends, relationships, and significant facts are developed and expressed clearly.
    • Performs in-depth preliminary research into assigned projects because many of the concepts presented concern advanced technologies for which there is little research material available.
    • Edits a variety of technical publications including, technical reports, proposals, specifications, technical guides, presentations, and white papers.
    • Reviews technical reports, white papers, proposals or specifications and discusses with individuals who contributed to the significant accomplishment to gather pertinent facts.
    • Reviews publications for grammar, spelling, punctuation, capitalization, sentence structure, redundancy, composition, style, etc. Ensures the logical arrangement of parts and that expression and vocabulary are appropriate for the intended audience.
    • Transcribe/Create written records of audio and video recordings, meetings and live conversations. The finished product must demonstrate clear formatting and easy-to-read content, which will be used for quick distribution of information.     • Advise customers and management on the technical advantages and disadvantage of various formats, styles, media, and methods of presentation, suggesting those best meeting the objectives of each project. Make recommendation or initial decisions on design matters such as size, layout, kind and quality of materials, color schemes, typography, lighting effects, visual elements, reproduction methods, or fabrication techniques.
    • Use design industry software, specifically, Adobe Creative Suite (InDesign, Illustrator, and Photoshop), Adobe Acrobat Pro and other graphic design application to produce print and digital products. Research trends in applications; technology, digital, print, and online design; and functionality, including areas such as mobile and internet user experience. Evaluate new design methodologies and tools. Design final products that communicate design themes, improve user experiences, and incorporate various elements of agency’s visual identity standards.
    • Apply knowledge of visual arts methods, techniques, and materials to conceive media that achieve customer goals through visual communications. Plan development of visual treatments for a variety of products, web sites, and applications. Documents and translate requirements, into concepts, to include wireframes or mood boards that convey proposed ideas and communicate important subjects and facts in a logical and precise manner. Articulate design vision to stakeholders to gain buy-in and solicit feedback in design reviews.
    • Provide authoritative advice in coordinating the design and development of electronic and print publishing products. Prepare section 508 compliant graphic solutions. Consult with subject matter experts and leadership to interpret business needs, understand objectives and intended audiences. • Creating graphic design products
    • Developing and implementing effective strategies for visual communications • Designing and producing complex posters, exhibits, brochures, newsletters, resource guides, patient and stakeholder education materials
    • Providing consistent information according to established policies and procedures
    • Ensures leadership is informed on the latest advances and trends in visual information and digital presence impact.
    • Assists in planning and researching art and photographic materials to complement or supplement text.
    • Plans and administers visual information by transforming verbal ideas into actual imagery that emphasizes key relationships and attains organizational objectives.
    • Assists in planning and designing a wide variety of original artwork and graphics from initial planning stage through final production.
    • Develops original designs for presentation materials meant to capture the audience’s attention and evoke interest and comments in response to the presentation.

    QUALIFICATIONS:

    • Bachelor’s degree or experience equivalency.  Degree in any of the following preferred fields: English, Journalism or Communications (or similar).
    • Manage contracting division’s SharePoint site, including content publishing, site security, maintenance of group permissions, organization of documents library.
    • Using the Microsoft Office 365 Apps, Adobe suite, and/or other platform, design templates for internal use and external routing/dissemination/approvals.
    • Provides guidance, based on proven solutions, for the design, documentation, modification, testing, implementation and support, of new and/or existing software applications, in order to streamline division-wide processes.
    • Five (5) to 7 years’ experience writing and editing technical manuals, professional bulletins, or other technical publications, ensuring that text is free of grammatical errors and that reference material is current, accurate, and properly cited; and reviewing various technical written products to ensure that they adhere to regulatory guidelines and that they are logically arranged, technically correct, and understandable by the target audience.
    • Additionally, experience planning complex visual communication projects utilizing design and layout principles to effectively convey an intended message; performing graphic design including selecting design elements, typography and creating visual illustrations; creating multimedia products for web and digital media; using computer graphics software packages to produce printed material, establish formats, and ready-made images; plans reproductions including binding, paper specifications, inks and varnishes.
