    LOCATION:  HYBRID.  THE EMPLOYEE MUST TRAVEL TO THE PENTAGON WHEN REQUIRED.  PLAN TWO TRIPS PER BUDGET SEASON.  This support is required on a seasonal basis to support the DAF BES and PB processes generally between July-August. This position is in the National Capital Region and must be available to travel to the Pentagon at the candidate's cost.  Support from distant locations is subject to approval by the Government. This support is required on a seasonal basis to support the DAF BES and PB processes generally between July-August and December-February. JOB DESCRIPTION:

    The Department of the Air Force (DAF) Acquisition Executive Oversight Division, SAF/AQXE, requires support for developing targeted budget documentation training, assisting the customer with drafting guidance for accurate defendable investment budget justification documentation, and reviewing budget requests to ensure they conform to the Department of Defense (DoD) Financial Management Regulation, DAF, Office of Secretary of Defense, OMB, and Congressional requirements.  Required support includes relevant knowledge in government acquisition, financial management, program management, or related experiences within a DoD organization (preferably DAF).  

    Position Responsibilities:

    Provide expert support in planning, programming, budgeting, and execution management oversight for both DAF-wide acquisition and enterprise programs and internal SAF/AQ operational portfolio management.  This is an Action Officer level position.

    • Reviewing budget requests to ensure they conform to the DoD Financial Management Regulation, DAF, OMB, and Congressional requirements
    • Assisting customers with properly structuring financial data; performing reconciliation between several systems
    • Supporting budget documentation on a surge requirement to support the preparation of budget justification documentation for the DAF Research, Development, Test and Evaluation (RDT&E) and Procurement appropriations.  The DAF's annual Budget Estimate Submission (BES) (July-August) and President's Budget (PB) (December-February)
    • Developing and supporting targeted training for budget justification
    • Assisting with drafting guidance for formulating accurate and defendable investment budget estimates
    • Developing input for DAF-specific guidance for use in the Budget Justification process
    • Assisting in the management of the DAF investment budget documentation processes
    • Experience and knowledge of the Integrated Budget Documentation and Execution System (IDECS)
    • Familiarity with the output products of the following systems will be helpful:
    • Program Management Resource Tool (PMRT) / Web Comprehensive Cost & Requirement System (CCARs) – Experience with outputs products is desirable
    • Automated Budget Interactive Data Environment System (ABIDES) – Experience with outputs products is desirable
    • PBES – Experience with outputs products is desirable
    • Program Resources Collection Process (PRCP) – Experience with outputs products is desirable
    • Proficient in Microsoft Outlook, Project, Word, Excel, and PowerPoint.

    Tools and Proficiency Level:

    CLEARANCE REQUIREMENTS:   SECRET REQUIRED

    EDUCATION REQUIREMENTS: 

    MANDATORY:  Bachelor of Science degree in Engineering, Math, Sciences, or Business

    WAIVABLE/SUBSTITUTABLE:  Master's degree may be considered the equivalent of up to 3 years of experience

    CERTIFICATION REQUIREMENTS:  

    WAIVABLE/SUBSTITUTABLE:  DoD Acquisition training aligning to requirements for DAWIA Business-Financial Management certification is desirable

    EXPERIENCE REQUIREMENTS:

    • The successful candidate will have relevant knowledge in government acquisition, financial management, program management, or related experiences within a DoD organization (preferably DAF)
    • 10 years of relevant experience in financial management; development of Program Objective Memoranda (POM), BES, and PB documentation; and Planning Programming Budget Execution Systems (PBES).
