    Job Description

    The Software and Applications Specialist will provide focused expertise to develop in-house and Cloud-based systems and applications for INL, at home or abroad. The Specialist shall also advise on all management aspects of the program, including funding, training, equipment accountability, and implementer performance. In addition, the Specialist will set up internal controls and accountability for the delivery of equipment, technical assistance, training, systems and other assistance to INL. The Specialist must be able to work rapidly, responding promptly to multiple and evolving priorities in a difficult and demanding environment. The contract requires expertise in software, systems, and applications to support all INL operations, and experience to enable the incumbent to determine assistance requirements, the timeframe for implementation, and the level of supervision to ensure its effectiveness.

    DUTIES/RESPONSIBILITIES:

    • Manage all systems-related projects under the guidance of the INL/EX/IM on-site supervisor, informing him/her regarding the details of implementation, including progress and risks.
    •  Serve as INL Washington’s software/applications subject matter expert and provide expert advice, project design and planning, and project execution to provide software application solutions.
    •  Assist in the development of requirements for new systems and oversee the Commercial Off The Shelf (COTS) products implementation to fit Bureau business operations, either in-house or in Cloud platforms.
    •  Provide strategic planning and development of all phases of systems and application projects, under the guidance of the INL/EX/IM office. Such efforts include the complete project implementation cycle and management phases, including research and development, acquisition and implementation, planning, scheduling, budgeting, contracting, and project monitoring. Responsibilities include being the coordinator for teams, vendors, contractors and Government officials. These duties will also include providing work guidance and conflict resolution recommendations.
    •  Perform feasibility studies and analysis to implement software application solutions for INL, according to new requirements, through the use and implementation of emerging technologies and processes and in response to emerging operational challenges.
    •  Implement training programs and act as a technical expert on technology and operations, to include such areas related to information, communications, and computer technologies.
    • Conduct technical and operational analysis, appraisals, and estimates to include project assessments.
    •  Ensure interoperability and provide advice and assistance on other law enforcement projects related to security and counterterrorism efforts.
    •  Conduct technical reviews and offer advice and assistance in preparing documentation for the procurement of systems and equipment, including drafting purchase requests, statements of work (SOW), requests for source-origin waivers, sole-source justifications, and delivery and acceptance of procured systems, services, and equipment.
    •  Serve as a conduit for regional cooperation on information exchange strategies and technological implementations for the purposes of achieving country, regional, and INLspecific goals.
    •  Serve as advisor to the COR or a Government Technical Monitor (GTM) assigned to projects in accordance with the CO.
    • Draft and provide advice and assistance in the preparation of reports to INL leadership. 
    • Update job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations
  • Qualifications

    Qualifications

    •   ACTIVE SECRET SECURITY CLEARANCE. 
    • Familiarity with development within Azure’s Cloud patterns and architecture.
    • Bachelor's degree in computer science, MIS, or related discipline, or equivalent related experience;
    • At least five (05) years’ experience with C#, NET, .Net Core and/or ASP.NET MVC frameworks;
    • At least five (05) years’ experience with database development and design, including the use of tools such as SQL Server, Oracle, and proficiency writing SQL queries and stored procedures;
    •  Strong understanding of object-oriented design patterns, including dependency injection and inversion of control;
    •  Ability to resolve data logic issues and modify data analysis techniques, including experience with data quality and analysis procedures;
    •  Solid understanding and hands on experience with Azure, .NET, and web API;
    •  Experience producing and consuming web APIs, including JSON and XML formats;
    •  Experience in Service Oriented Architecture (SOA), Microservices, RESTful web services, and APIs
    • Experience in data modeling, normalization, and SQL optimization;
    •  Build and deployment knowledge to host .NET application on Azure using Visual Studio (2013/2015/2017), JIRA, Confluence and Bitbucket for source control;
    •   Experience providing a rich UI/UX with HTML, CSS, and client-side frameworks such as jQuery, jQuery UI, ASP.NET AJAX, Angular, Angular Material among similar technologies;
    •  Experience in developing in Azure Cloud and/or modifying existing applications
