    Job Description

    The objective of this task is to provide Administrative Assistance for the NCTS SD EKMS Manager/KMI Operational Account Manager (KOAM) with day-to-day operations. This position supports the Naval Computer and Telecommunications Station, San Diego (NCTS SD) Electronic Key Management System division which provides Electronic Key and Cryptographic services to NCTS SD and several local element commands to meet mission needs and security requirements. In addition to the duties below, the successful candidate coordinates among organizations for day-to-day operations, assists with planning and coordinating activities, and maintains organization documentation, records, and files in accordance with knowledge management, records management and quality assurance policies and procedures.

    DUTIES:

    • Performing security administrative tasks, requiring practical knowledge of security objectives, requirements, and processes in support of established DoD and DON security programs (e.g. personnel or industrial security)
    • Provides end-user EKMS/KMI support and performs general administrative duties with minimal guidance
    • Performs all aspects of administrative and office support activities for the directorates, divisions, and/or branches within NCTS SD
    • Provide administrative assistance with the receipt, transfer, physical security, issue, inventory, preventive maintenance, and destruction of Controlled Cryptographic Items (CCI), Secure Terminal Equipment (STE), and Secure Communications Interoperable Protocol (SCIP) equipment and associated keying material
    • Assist with the shipment, storage, and maintain the account COMSEC files.
    • Interfaces with personnel to maintain logs, records, and files
    • Maintaining computer databases for various cryptographic equipment
    • Maintain EKMS/KMI account administrative documents
    • Sort, arrange, and file EKMS/KMI records and files
    • Train local element command EKMS custodians in organizational EKMS/KMI policy and procedures
    • Track all COMSEC material loaned to government contractor COMSEC accounts
    • Provide assistance to COMSEC Managers and Alternates regarding the status of COMSEC material
    • Review and provide input for updates to the KMI policy documents
  • Qualifications

    Qualifications

    • Must be a U.S. Citizen
    • Clearance: Must have a TOP SECRET CLEARANCE (minimum Secret)
    • Experience in networked computer-based system use and the Microsoft Windows operating system
    • 1-3 or more years in KMI or EKMS (or related field) of corporate or government work experience
    • Has completed either a KMI or EKMS course of instruction (COI) offered by or contracted through a U. S. government agency or department
    • Must be able to work independently and possess analytical processing skills
    • Strong interpersonal skills and a solid understanding of DoD and Armed Forces organizational structure, ranks, and customs/courtesies
    • Skilled in verbal and written communication techniques is required to conduct meetings and prepare reports and other correspondence
    • Thorough understanding and knowledge of (1) EKMS 1(Series): Provides Electronic Key Management Systems (EKMS) Policy and Procedures for Navy EKMS Tier 2 & 3, and (2) EKMS 1(Series) Supp 1: Provides Interim Policy and Procedures for Accounts Transitioning to the Key Management Infrastructure (KMI).
    • Must have working knowledge of and comply with all current information assurance and information security policies, procedures, and statue applicable to DoD information technology, including the July 3, 2007 DoD CIO Policy Memorandum on Encryption of Sensitive Unclassified Data at Rest on Mobile Computing Devices and Removable Storage Media
