    Rate  $180 – $215 per hour (consultant direct rate)

    1099 Engagement — Independent Contractor: This is an independent contractor (1099), not W-2 employment. Consultants execute a PSCG Master Independent Consultant Agreement. Consultants set their own hours within defined deliverable deadlines, maintain their own equipment, and are free to work for other clients. No PSCG benefits apply; consultants manage their own taxes, insurance, and retirement.

    ABOUT PSCG

    PSCG maintains airfield and port operations subject matter experts supporting aviation and maritime infrastructure restoration on federal disaster response task orders.

    THE ENGAGEMENT

    PSCG is looking for Airfield and Port Operations SMEs for engagement on federal disaster response task orders involving airport runway assessment, air traffic control restoration, port infrastructure damage, and maritime operations.

    TYPICAL SCOPE OF WORK

    • Assess airfield and port infrastructure damage following federally declared disasters.
    • Advise on airfield operations restoration, including navigation aids, lighting, and ground support.
    • Support port and harbor operations restoration.
    • Scope FEMA PA Project Worksheets for airport and port infrastructure.
    • Coordinate with FAA, USCG, and port authority counterparts.

    REQUIRED QUALIFICATIONS

    • Bachelor's degree in aviation management, civil engineering, or related discipline; military or federal civil service equivalent acceptable.
    • Minimum ten (10) years of airfield operations, port operations, or related experience.
    • FAA or military aviation experience; USCG or port authority experience for port-focused consultants.
    • Active clients or portfolio demonstrating genuine independent contractor status.
    • U.S. Citizenship.

    PREFERRED QUALIFICATIONS

    • Active Public Trust or Secret clearance.
    • Certified Member (C.M.) American Association of Airport Executives.
    • Prior FEMA, USACE, or military disaster recovery airport/port experience.
    • Pacific region aviation or maritime experience.

    ENGAGEMENT TERMS

    • Engagement under PSCG Master Independent Consultant Agreement.
