    JOB SUMMARY:  Under general direction develops and maintains effective strategic, programmatic plans to ensure quality outcomes, labor efficiencies, supply chain management, volume growth, revenue optimization and regulatory accreditation and compliance. Works with the Chief Operating Officer and in partnership with Nursing Director for Emergency Services and the Service Center Medical Director for Emergency Department.

    REPRESENTATIVE DUTIES
    Directs and coordinates the activities of Emergency Services to assure optimal and appropriate care of patients, consistent with the philosophy of the Alaska Native Tribal Health Consortium. Works to continuously improve patient care and operational efficiency, as well as patient and employee satisfaction.

    Be accountable for ensuring the provision of patient care 24 hours a day and the delivery of the highest-quality patient care; assigning clinical operations and patient care activities based on patient care requirements, implements best-practice standards and improves processes and systems. Monitors operations; achieves patient- and staff-satisfaction targets and overall performance targets

    Develop unit strategic plan based on organization-wide goals and objectives that ensure quality outcomes, labor efficiencies, appropriate supply chain management, volume growth, revenue optimization and regulatory accreditation and compliance.

    Develop capital and operating budget, ensuring appropriate utilization of resources, plans, forecasts, and manages the Emergency Room Service budget to meet all revenue and budgetary goals. Performs variance analyses, as required, by interpreting financial performance and identifying key performance drivers. Develops, manages and monitors project budgets and contracts

    Completes internal and external written and oral reports professionally and in a timely manner. Coordinates with other ANTHC finance and support departments to insure timely and accurate reporting. Coordinates all purchasing of equipment/supplies; identify and recommend capital-budget needs.

    Oversees the Center’s physical assets, including the building and equipment, in compliance with applicable federal regulations.  Manages ad hoc and ongoing projects related to business process improvement. Serves on assigned committees and management teams as productive member, contributing within area of expertise.

    Provides leadership, direction, and guidance to assigned staff. Develops goals and priorities in conjunction with employees, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations.  Maintains the confidentiality of patient records and procedures.

    Performs other duties as assigned.



    Required Skills


    KNOWLEDGE and SKILLS 
    Knowledge of statutes, rules, regulations, ordinances, codes, and administrative orders and other operational guidelines and directives applicable to function supervised.
    Knowledge of the principles and practices of cost accounting, budgeting and strategic planning.
    Knowledge of complex relational databases.
    Knowledge of basic purchasing principles.
    Knowledge of generally accepted accounting principles.
    Skill in developing medium-scale projects and experience in organizing and facilitating groups with divergent and conflicting interests.
    Skill in effectively managing professional employees.
    Skill in assessing and prioritizing multiple tasks, projects and demands.
    Skill in establishing and maintaining effective working relations with co-workers, contractors, and representatives from other local, state and Federal organizations.
    Skill in operating a personal computer utilizing a variety of software applications. Skill in verbal and written communication.
    Skill in addressing sensitive issues and situations.
    Skill in advising leaders of complex organizational units.



    Required Experience

    MINIMUM EDUCATION QUALIFICATION
    A Bachelor’s Degree in Business, Finance, Systems Management, or other business related discipline. Progressively responsible professional/exempt work experience may be substituted on a year-for-year basis for college education.

    MINIMUM EXPERIENCE QUALIFICATION
    Non-supervisory – Five (5) years’ experience in professional work experience in business plan development, strategic planning, and/or business analysis.  An equivalent combination of relevant education and/or training may be substituted for experience.

    MINIMUM CERTIFICATION QUALIFICATION
    None

    ADDITIONAL REQUIREMENTS
    Persistent repetitive movements of the hands, wrists and fingers; and the ability to sit for long periods of time.   

    MINIMUM PHYSICAL REQUIREMENTS
    The following demands are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Must be able to lift approximately 20 pounds.
