    JOB DESCRIPTION:

    This position will enhance public health exchanges to promote the Meaningful Use (MU)/Promoting Interoperability of certified EHR technologies from Medicaid provider participating in the CMS Medicare and Medicaid EHR Incentive program. This position will support the technical components necessary to enable the receipt, parsing and sending of messages via supported webservice protocols for data exchange to achieve public health reporting objectives. Data exchange is an essential part of public health.

    The consultant will support technical components of public health data exchange. The daily work will include:

    • Coordinating data exchange technical development activities, assuring quality control and providing technical guidance
    • Review business requirements documentation with project team to clarify for technical design
    • Perform systems and program design to meet highly complex business needs, preparation of detailed technical specifications from which programs are developed, and creation of appropriate documentation in work assignments such as program code and technical documentation.
    • Plan standard compliant data exchange interfaces and enhancements
    • Consult with the software development team in coding, testing, debugging, implementing, and documenting highly complex programs, and developing complex test plans to verify logic programs.
    • Develop and maintain release management process including planning, tracking, communication and coordination of technical tasks associated with release.
    • Support project personnel in resolving complex programming problems. Work with partners to resolve issues and validate programming requirements.

    MANDATORY QUALIFICATIONS

    07 Years OF EXPERIENCE (THIS IS NON-NEGOTIABLE)

    REQUESTED QUALIFICATIONS

    • 84 months of experience in the design, implementation and deployment of Java/J2EE web applications and SOA based distributed (client server) applications
    • 59 months of webservice implementation inclusive of SOAP and REST
    • 59 months experience with health care messaging standards including HL7
    • 59 months of experience in managing public sector government IT projects
    • Bachelor's degree or higher in Computer Science, Information Technology or Public Health
