    Job Description

    JOB PURPOSE:

     The Portfolio Manager II is responsible for supporting a portfolio of business and soliciting and servicing current clients to produce a variety of commercial loans, as well as generating and managing a portfolio of non-loan business and/or corresponding relationships. Key responsibilities include working with Credit Administration staff to underwrite, structure and document quality loans per Bank policy while monitoring loan exposure within their assigned portfolio and reporting credit deteriorations in a timely manners.  Assists in offering other appropriate services provided by other officers in the bank.

    DUTIES & RESPONSIBILITIES:

    1.  Underwrites new transactions and documents renewals, modifications and covenant violations.
    2. Reviews commitment letters; reviews and approve annual reviews and underwriting to facilitate reporting to loan committee.
    3. Ensures adherence to Credit Policy, guidelines and regulatory requirements
    4. Assists in loan document negotiations
    5. Supports the growth and development of the assigned commercial lending loan portfolio by effectively managing client portfolios.
    6. Provide ongoing coaching and support for credit analysts
    7. Effectively monitor portfolio for revenue opportunities and/or loan exposures.
    8. Responsible for credit analysis, proper loan structuring and overall sales efforts in area
    9. Assist in the sales proposal process, including accompanying the lenders on prospect calls in addition to preparing proposals for existing clients within their own portfolio.
    10. Establish and maintain relationships with current and prospective clients. Leverage customer knowledge to proactively identify and recommend opportunities to cross-sell additional loan and non-credit products to clients
    11. Manage loans through the approval process and present loan requests and renewals to Senior Management and Loan Committee.
    12. Complete all requirements of loan bookings, to include preparation, review, documentation and filing
    13. Work with clients to modify and/or restructure existing loans as needed
    14. Underwrite new loans, renewals, extensions and modifications
    15. Help resolve credit problems, delinquent payment issues, and other related affairs
    16. Review current account status, to include but not limited to, Past Due accounts and Notes Matured.  Make appropriate recommendations for these accounts
    17. Monitor portfolio loan exposure including review of monthly maturity reports, daily overdraft activity reports and weekly past dues reports. Reports deteriorating credit situations in a timely manner.
    18. Participate in evaluating risk rating and make revision recommendations
    19. Assumes responsibility for special projects; gathers data and prepares reports for Senior Management, audits and other personnel as needed.
    20. Consistently applies superior decision making techniques pertaining to inquiries, approvals and requests as they apply to existing policies and procedures, keeping within assigned approval limits and using these instances as learning tools for employee development.
    21. Operates computer terminal or personal computer to process account activity, determine balances and resolve problems within given authority.
    22. Answers telephones, answers questions and directs callers to proper Bank personnel.  Responds to inquiries or refers inquiries to the appropriate department or person, and exhibiting the necessary follow through with customers and/or staff involved.

    COMPLIANCE

    • Complies with all bank policies and procedures and all applicable government regulations including, but not limited to Federal Deposit Insurance Corporation (FDIC) rules and regulations, staying current and knowledgeable of all policies, procedures and regulations related to the job functions and completing all assigned training on time, requesting additional training as needed to be proficient in all job responsibilities; cooperating with internal and external auditors and bank examiners by providing full cooperation and timely delivery of requested documentation and information; and reporting concerns about compliance to the Compliance Officer to enable prompt remediation.
    • Complies with Bank policies and procedures relating to the Bank Secrecy Act (BSA), and Anti Money Laundering (AML) and Office of Foreign Asset Control (OFAC) guidance.  Report suspicious activity to the BSA Department through a Suspicious Incident Report (SIR).
    • Adheres to privacy and information security policies, and ensure all sensitive internal and external customer information is properly secured and safeguarded.  Use secure methods delivering client and/or confidential data by email.

    QUALIFICATIONS:

    These specifications are general guidelines based on the minimum experience normally considered essential to the satisfactory performance of this position.  The requirements listed below are representative of the knowledge, skill and/or ability required to perform the position in a satisfactory manner.   Individual abilities may result in some deviation from these guidelines.

    • Bachelor’s degree (BA) or equivalent from a college or university; or the equivalent combination of education and at least 5 YEARS related experience and/or training.  Work related experience should consist of a financial analyzing or lending background.   
    • Advanced experience, knowledge and training in financial statement and tax return analysis typically resulting from a combination of education in accounting, financial and/or credit analysis or related areas.  Educational experience, through in-house training sessions, formal school or financial industry related curriculum, should be business or financial industry related.
    • Advanced experience, knowledge and training in all lending activities and terminology.
    • Advanced knowledge of commercial, construction, real estate and consumer loan processing.
    • Ability to lead less experienced Commercial Loan Officers and other staff members as assigned.
    • Advanced knowledge of related state and federal lending and compliance regulations, and other Bank lending policies.
    • Ability to develop marketing and business development skills with customers.
    • Basic knowledge of branch operation procedures, Bank products and services.
    • Ability to read, analyze and interpret general business periodicals, professional journals, and technical procedures.
    • Excellent organizational and time management skills, with the ability to provide leadership, supervision and training using positive supervisory techniques to ensure maximum productivity; demonstrated ability in organization and delegation skills.
    • Basic knowledge of human resource and labor laws and policies.
    • Basic skills in computer terminal and personal computer operation; mainframe computer system; word processing, spreadsheet and specialty software programs.
    • Intermediate typing skills to meet production needs of the position.
    • Advanced math skills; ability to calculate interest, commissions, proportions, and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; locate routine mathematical errors; compute rate, ratio and percent, including the drafting and interpretation of bar graphs.
    • Exceptional verbal, written and interpersonal communication skills with the ability to apply common sense to carry out instructions and instruct others, train personnel, write reports, correspondence and procedures, speak clearly to customers and employees.
    • Thorough understanding of management procedures; ability to plan department or Bank activities (setting objectives, developing strategies, budgeting, and developing policies and procedures); initiative to organize various functions necessary to accomplish department or Bank activities; effectively staff (selecting, training and developing employees); directing employees towards the desired objectives (delegating, motivating, resolving problems); controlling the function (developing performance standards, measuring results, taking corrective action and rewarding employees as appropriate).
    • Ability to deal with complex problems involving multiple facets and variables in non-standardized situations.
    • Ability to work with no supervision while performing duties.
    • Current California driver’s license and a vehicle with appropriate insurance coverage if required to drive in the course of performing assigned duties and responsibilities.
