    Defines customer needs in technical and business contexts. Ensure the proposed technical and business solutions meet the customer's objectives for the work effort. Provide guidance with planning and prioritization of business analysis activities in support of large, high-visibility project and support efforts. Provide guidance for less experienced staff to ensure they remain on target for meeting customer requirements.

    •25% Elicit and document user requirements to meet a business objective. Sets customer expectations on feasibility. Identify and validate requirements and organize the information into a logical document using business analysis models that are understood by the customer and Information Systems.

    •25% Act as the Subject Matter Expert for one or more lines of business on various projects. Mentor less experienced business systems analysts.

    •10% Ensure understanding of why the business solution was chosen and guide both technical and customer departments in the development of the systems.

    •10% Facilitate the transfer of knowledge about the "big picture" direction of the business units to others who support them. Provide guidance to less experienced team members so they can transfer this knowledge to technical departments.

    •10% Ensure the accurate deployment of solutions through review of problem logs, assisting with test plans and test matrices, and other analysis activities.

    •10% Provide the business direction for system changes.

    •10% Validate the business need for solutions to business problems and process improvements.

    Required Skills and Abilities: Demonstrated expertise in the concepts of the supported business unit. Demonstrated knowledge of standard industry practices and procedures for the business unit. Able to communicate effectively with technical and non-technical audiences, including the ability to express complex technical and business concepts to all management levels, peers, and the business units. Able to act as a liaison between the business unit and I/S. Able to influence and negotiate solutions to business problems. Strong teamwork and interpersonal skills. Understands how IT affects an organization and is able to link it to business processes. Excellent analytical and conceptual skills. Able to read and comment on test plans and test matrices, project plans, and scope and design documents. Has a conceptual understanding of project management techniques. Required Software and Tools: Microsoft Office

    Required Education:
    Bachelor's degree in Computer Science, Business Administration, or other job related field. or 4 years of job related work experience or 2 years of job related experience plus an associate’s degree in Computer Science, Business Administration or other job related degree. Required Work Experience: 8 years of IT business analysis experience.

    • Cloud hosted application experience

    Nice To Have:

    • Azure DevOps, GitHub Actions.

    • Understanding DevOps practices and helps in managing cloud-based analytics pipelines and deployments.

    • Experience with version control, automated testing, and deployment of workflows.

    Day to Day: They operate in Agile environments, participating in daily stand-ups and using tools like Jira and Confluence to track progress, document user stories, and collaborate closely with developers, testers, and business stakeholders. Their day often includes leading or contributing to team presentations, where strong communication skills are essential for explaining complex technical solutions in a clear, business-friendly way. In addition to designing and optimizing cloud-based analytics solutions, they define customer needs in a technical context and ensure that proposed cloud solutions align with business objectives. They provide guidance and support for large cloud IT projects, contribute to data governance and compliance efforts, and offer mentorship to less experienced staff. Their work blends deep technical execution with cross-functional leadership, making them a critical bridge between IT and business. Not Looking For: I’m not looking for a project manager or admin. Soft Skills: Strong Communication Skills Candidates will often interact with both technical teams and non-technical stakeholders, including CMS leadership and external suppliers. They will be involved in team presentations, requirements gathering sessions, and user support, where clear, concise communication is essential for success. Adaptability & Flexibility CMS programs and cloud environments evolve frequently, and CBIC must respond to policy changes, system updates, and new compliance requirements. Candidates should be comfortable learning new tools, adjusting to shifting priorities, and working across multiple systems or teams. Analytical Thinking & Attention to Detail CBIC work involves interpreting complex policy and data requirements, often related to bidding, pricing, and supplier eligibility. Analysts must be able to analyze data, identify discrepancies, and propose solutions that align with CMS regulations and program goals. Collaboration & Teamwork CBIC operates in a highly collaborative environment, often coordinating with CMS, contractors, and internal development teams. Candidates will need to work cross-functionally, share knowledge, and support team goals in a fast-paced, regulated setting. Initiative & Ownership Senior analysts are expected to take the lead on tasks, identify gaps, and drive improvements without waiting for direction. This includes leading small projects, mentoring junior staff, and proactively identifying risks or inefficiencies.
