Biologist-Environmental Planner

Essential Duties and Responsibilities:

The primary duties of the Biologist-Environmental Planner include conducting Wetland Delineations, Biological Assessments, Mitigation Plans, Critical Area/Shorelines Compliance Reports, GIS mapping and analysis, and permitting. Additionally, the job will include field work, collecting, interpreting, and analyzing data, reviewing engineering design plans, and coordinating/consulting with Engineers, local, state, and federal agencies and tribes.

Secondary Duties and Responsibilities:

Assisting with and/or preparing National Environmental Policy Act (NEPA) and State Environmental Policy Act (SEPA) compliance documents, database searches and data analysis. Documents may include but are not limited to: Categorical Exclusion forms, SEPA Checklists, JARPA and Joint Application Forms, Habitat Management Plans, Socio-economic reports, Hazardous Material Memos/reports, public involvement summaries and 4(f) Evaluations.

MINIMUM REQUIREMENTS AND DUTIES:

• Associates degree or bachelor’s degree in Natural Resources, Biological, Environmental, or Planning field or working towards a degree.

• Prefer 2 years of experience in Wetland Delineation, Environmental Planning, Biological Assessments, Engineering field and/or permitting, preferably in the Inland Northwest.

• Basic knowledge of area ecosystems, plants, and animals.

• Must be willing and able to perform field work including digging holes for wetland delineations and archaeological fieldwork, carrying equipment, navigating through forests, along roadways, on construction sites, and walking on uneven terrain.

• Excellent written and verbal communication skills

• Good abilities with MS Word, Outlook, Excel, Adobe Acrobat, and Power point.

• Demonstrated ability to comfortably operate versions of ESRI ArcGIS software, Google Earth and other online mapping applications to support environmental studies.

• Strong GIS skills, combined with knowledge and experience reviewing CAD files and engineering plans for impact.

• Good organizational skills and willingness and ability to follow and improve processes, stay on budget and schedule.

• Great interpersonal skills and ability to work collaboratively with diverse populations/professionals and the public.

• Accurate, thorough, and detail oriented.

DESIRABLE:

• Knowledge of FHWA, FAA, DOE or other federal NEPA regulations and procedures

• Knowledge of noise, air quality, and water quality regulations, hazardous materials, monitoring and studies. Understanding of the Endangered Species Act, Clean Water Act/wetland regulations, and Section 106 of the NHPA.
