    Job Description

    Apogee Solutions, a Women Owned Small Business, is seeking a Nurse Program Manager to support the United States Air Force Medical Services (AFMS) Nurse Advice Line (NAL) program in San Antonio, TX. Qualified candidates must be a US Citizen able to obtain and maintain favorable Tier 1 (T1) security investigation.

    The Nurse Program Manager will be responsible for optimizing the use of the NAL to enhance access to care for Department of Defense beneficiaries. The Nurse Program Manager will serve as a primary interface with Defense Health Agency NAL Program Management Office (DHA NAL PMO), AF Major Commands (MAJCOMs), and Military Treatment Facilities (MTFs).

    The mission of the Air Force Medical Readiness Agency (AFMRA) is to coach and partner for improving performance at 76 MTFs throughout the Continental United States (CONUS) and Outside Continental United States (OCONUS). AFMRA supports the DHA NAL PMO in the delivery of NAL contract services to eligible Department of Defense (DoD) beneficiaries. The DHA NAL PMO is the Contracting Officer Representative (COR) for the Global NAL contract.

    The Nurse Program Manager will:

    • Prepare briefings/facers which define the information that will be presented for AF senior leaders and complete any Transformational Medical Technology (TMT) tasks related to the NAL.
    • Support the DHA program offices for any DoD service required execution actions.
    • Respond to multiple e-mail inquiries from the field on a daily basis via the organizational inbox, by conducting research to questions and contacting the right agencies to provide appropriate responses.
    • Conduct sustainment meetings with Military Treatment Facilities (MTFs) to highlight best practices and provide updates on new processes.
    • Coordinate coaching calls with MTFs not meeting measure leadership identified thresholds and perform gap analysis, providing examples of the best practices from successful MTFs.
    • Retrieve, collate, and analyze metrics.
    • Analyze patient satisfaction metrics and post results monthly on AF Knowledge Exchange (KX) for participating MTFs.
    • Create tools or provide interventions on identified areas of need.
    • Author eBlast articles as needed or as requested.
    • Maintain related KX site content.
    • Maintain up-to-date knowledge of current trends and issues in the health care, medical practice, and health care informatics, through accreditation agencies and programs such as The Joint Commission standards.
    • Maintain knowledge of DoD and USAF policies and procedures as related to clinical practices and legal implications of clinical information systems.
    • Maintain knowledge of clinical applications currently in use and their relationship to other DoD and USAF information systems (e.g., Electronic Health Record (EHR), CarePoint applications).
    • Participate in presentations and publications about clinical information systems at conferences and/or in journals as appropriate.
    • Provide Nurse Advice Line Management System (NALMS) assistance/training to MTF account holders.
    • Review submitted Quality Assurance (QA) submission on NAL encounters and report/take action any significant trends to affected parties.
    • Serve as liaison/advocate between the DHA NAL program office and MTFs (e.g., troubleshooting any issues, relaying concerns, etc.).
    • Work with MTFs on appointing, network connectivity, and/or accounts/issues.
    • Monitor and analyzes NAL data, identifies trends, and develops solutions (e.g., warm handoffs, urgent care/referral booking data, etc.).
    • Maintain list of all MTF POC phone numbers, which the MTFs provide, in order to conduct warm handoffs.
    • Assist MTFs with development or requests for custom reports using the current IT platform(s).
    • Compile customized data reports.
    • Address NAL crisis calls.
    • Coordinate with MTFs to ensure account activation for appointment booking and deactivation for NAL clerks as needed.

    Required Qualifications:

    • Licensed Registered Nurse with 10 years’ experience
    • Master's degree in informatics, nursing, education, information management, public health, human resources, healthcare administration or a Master’s degree in business administration
    • Five (5) years of experience in quality improvement process (e.g., six sigma; continuous quality improvement; observe, orient, decide, and act loop)
    • Three (3) years of experience in public speaking and making presentations at/to the Executive Levels of Leadership, Senior Executive Service (SES) or General Officer Level
    • United States citizen with the ability to obtain and maintain favorable Tier 1 (T1) security investigation
