    Job Title: Area Maintenance Manager

    Location: Charleston, SC (Overseeing 4 Federal Buildings) Reports to: Senior Project Manager (South Carolina)

    Job Summary

    As the Area Maintenance Manager, you will serve as the primary site leader responsible for the operational integrity, safety, and mission-readiness of four Federal Buildings in Charleston, SC. This is a high-impact role requiring a blend of technical expertise, strategic planning, and people leadership.

    You will manage the full lifecycle of facility operations - from preventative maintenance and emergency repairs to large-scale repair projects. Your mission is to ensure 100% compliance with the government’s Performance Work Statement (PWS), federal safety regulations, and budget constraints, while fostering a culture of service excellence for our federal tenants.

    Key Responsibilities

    1. Strategic Operational Leadership

    ● Portfolio Oversight: Execute localized operational strategies for the Charleston portfolio to ensure all facilities meet or exceed federal "High-Performance Building" standards.

    ● Risk Mitigation: Proactively identify system vulnerabilities and develop contingency plans to minimize disruptions to federal agency operations. ● Project Lifecycle Management: Oversee the execution of all "Above Standard" work and recurring maintenance projects, ensuring they are completed on schedule and within technical specifications. ● Strategic Planning: Collaborate with the South Carolina (SC) Senior PM to align site-level maintenance activities with long-term contract goals and government’s asset management strategies.

    1. Technical Excellence & Performance Management

    ● Team Direction: Direct the daily activities of the Chief Engineer and Maintenance Technicians, ensuring work orders are prioritized based on urgency and mission impact. ● System Optimization: Champion the use of Building Automation Systems (BAS) to monitor energy consumption, optimize HVAC performance, and ensure indoor air quality (IAQ) compliance. ● Data-Driven Management: Manage the government’s National Computerized Maintenance Management System (NCMMS). Ensure 100% data accuracy for PM (Preventative Maintenance) and CM (Corrective Maintenance) logs to drive "Condition-Based" maintenance decisions. ● Quality Assurance: Implement a rigorous Quality Control (QC) program, performing regular inspections of mechanical rooms, tenant spaces, and building envelopes.

    1. Financial Stewardship & Procurement

    ● Budget Management: Monitor site-level expenditures, providing the SC Senior PM with accurate cost-tracking, labor hours, and material forecasting. ● Procurement Support: Assist in the development of "Statements of Work" (SOW) for specialized subcontractors and lead the technical evaluation of vendor bids. ● Resource Allocation: Optimize the use of tools, inventory, and personnel to reduce waste while maintaining high service levels.

    1. Team Leadership & Safety Culture

    ● Talent Development: Mentor staff through regular technical training and performance coaching. Conduct weekly safety "toolbox talks" to maintain a Zero-Incident workplace. ● Leadership Presence: Maintain a consistent, visible leadership presence across all four Charleston buildings. Coordinate with the Chief Engineer to ensure management coverage and situational awareness. ● Accountability: Oversee staff scheduling and performance evaluations, ensuring the team remains compliant with company policies and federal security requirements - Homeland Security Presidential Directive 12 (HSPD-12).

    1. Stakeholder & Vendor Relations

    ● Tenant Relations: Act as the primary point of contact for the federal Property Managers and Federal Tenant Agency representatives, translating technical issues into clear, actionable updates. ● Subcontractor Management: Oversee on-site vendors (Elevator, Fire Alarm, , etc.), ensuring their work aligns with contract requirements and safety protocols. ● Reporting: Assist the SC PM with delivering professional project status presentations and monthly operational reports to the government leadership and corporate management.

    1. Compliance & Federal Deliverables

    ● Regulatory Adherence: Ensure all buildings comply with OSHA, NFPA, EPA, and PBS Core Building Standards (Facilities Standards for the Public Buildings Service). ● Audit Readiness: Maintain all permits, certifications, and compliance documentation (e.g., boiler certifications, fire life safety testing) for immediate government inspection. ● Reporting: Guarantee the timely submission of all contract deliverables, ensuring they meet the highest standards of professional formatting and technical accuracy.

    Required Qualifications & Competencies

    ● Experience: 5+ years in Facility Maintenance Management, with at least 3 years in a supervisory role. Federal contracting experience is highly preferred. ● Technical Knowledge: Deep understanding of MEP (Mechanical, Electrical, Plumbing) systems, Fire Life Safety, and Energy Management. ● Systems: Proficiency in NCMMS (Maximo or similar) and BAS platforms.(preferred). Proficient with utilizing MS Suite (Word, Excel, Office) ● Communication: Exceptional verbal and written communication skills suitable for high-level federal briefings. ● Security: Must be able to pass a federal background investigation for access to federal facilities.
