    Cambridge International Systems is looking for several experienced Construction Surveillance Technicians (CST) to join our teams at various CONUS locations.    Qualified candidates will have experience working in a MILCON construction environment assisting with the control of personnel access to and from Construction sites. This is a full time position reporting directly to the Program Manager. As a Construction Surveillance Technician (CST) he/she will be on the job site at all times during construction to assist with maintaining the security of the construction site. This position demands an individual who is detail oriented, fair, ambitious, ethical, and professional to Owners, Architects, and construction personnel alike.

    THIS POSITION REQUIRES  100% TRAVEL IN  A CONUS  LOCATION.  THIS OPPORTUNITY IS EXPECTED TO LAST APPROXIMATELY 9-12 MONTHS.

    JOB DESCRIPTION

    • Perform Audit /Analysis/Interpretation of Issued for Construction (IFC) drawings and specifications to identify security vulnerabilities (technical, physical) and associated threats to vulnerabilities associated with Intelligence Community Directive 705 (ICD 705)
    • Apply knowledge of all sixteen (16) standard construction divisions and security requirements and standards with technical threats posed by foreign intelligence services to mitigate threats to satisfaction of US Government. Each construction method (major and minor, multiple person teams to single persons) introduces opportunities to technical threat
    • Provide critical advanced technical knowledge in support of unique security requirements inherent in US TOP SECRET SCIF operations including sound attenuation, electric circuitry isolation, noise spillage, electromagnetic emission attenuation, and provide tactics to resolution of substandard construction (in all 16 Divisions)
    • Act as alternate Site Security Manager representative for all technical security requirements
    • Act as Accrediting Official representative for observation and verification of all technical standards necessary for security accreditation
    • Perform in-depth investigations to anomalies associated with all 16 construction divisions which pose significant threat to US Government mission and provide tactics to resolution
    • Observe all construction and construction workers to concurrently apply counterintelligence surveillance strategy and observations simultaneously

    • Experience/Knowledge with structural steel/ welds/fireproofing and associated QA/QC practices/systems and associated technical exploitation tactics
    • Experience/Knowledge with foundations/footings such as concrete/reinforcement bar/caissons/footers/forms and associated QA/QC practices/systems and associated technical exploitation tactics
    • Experience/Knowledge with electrical systems including distribution/power/low voltage installation/conduit, circuit breakers, etc. The CST should apply his knowledge on how electrical systems come together towards the identification of any unauthorized material or clandestine devices during installation.
    • Experience/Knowledge with telecommunication systems/wiring/splicing/patching/switching and how telecommunication wiring and devices provide a path for listening devices and potential power source for clandestine devices.
    • Understands and can assess construction terminology, procedures and practices
    • Understands and can assess industrial or government security requirements
    • Can identify Improvised Explosive Devices (IEDs)
    • Understands and can assess static security techniques and procedures
    • Understands and can put into practice the interpretation of blueprints and technical specifications
    • Understands and can put into practice construction security surveillance techniques
    • Understands and can put into practice vehicle search techniques
    • Understands and can put into practice personnel search techniques
    • Understands and can assess security practices/procedures for various levels of security
    • Can produce written reports or document activities/processes, investigations/anomalies/deficiencies, incidents, etc.
    • Can identify unauthorized materials
    • Understands and can assess methods used to place technical penetrations or unauthorized materials
    • Understands technical security devices, systems, and other monitoring devices
    • Can report suspicious behavior
    • Must have a working knowledge of construction safety

    Required Experience

     

    • High School diploma required; Associates Degree or Bachelor’s Degree preferred
    • Three (3) years of recent specialized experience.
    • Department of State (DoS) CST Training (80 Hours) and/or
    • Naval Construction Battalion (CB) training desirable
    • U.S. Army Corps of Engineers construction training desirable
    • Trade certification (e.g., Certified Electrician) desirable
    • A minimum of 3 years or equivalent education of recent specialized technical experience with expertise in:
    • Evaluation of facility design, application of US Government technical surveillance countermeasures, industrial/government security
    • Technical components used for, or with, Telecommunications, Electrical, Structural, HVAC, Plumbing and other construction methods/systems within a US Government SCIF environment and the interrelationships which form overall Top Secret architecture of facility/systems and methods/materials of the above systems
    • Methods and practices to identify, detect and deter technical exploitation of facilities/construction/systems/methods/materials
    • Previous CST experience at overseas or domestic project sites (2-3 projects) preferred
    • Clearance Type: Top Secret
