    Job Description, Required Skills, Education, Experience: The Telecommunications Division delivers telecommunication infrastructure solutions to utilities, local and state government agencies and the commercial wireless industry. Through a unique combination of experience, expert resources and innovative solutions, supports the entire range of both legacy and emerging technologies used in today’s wireless and wireline networks, voice, video, Internet and data systems and utility automation. Purpose: This position will be a Telecommunications Engineer in the Network & Telecom Engineering department. The successful candidate will be responsible for performing telecommunications engineering tasks on large projects, with a minor financial and operational impact on the Company. This encompasses analyzing telecommunications requirements, producing high level project cost and manpower estimates, designing telecommunications systems, such as microwave, fiber optic, satellite, and mobile radio, placing orders for the procurement of equipment, developing detailed installation job instructions and documentation, developing and managing schedules to meet project operating dates, initiating capital work orders, and tracking project progress.  Responsibilities:  •System Design: Telecommunications systems (fiber optic, microwave, satellite, mobile radio) design, and circuits, and direct the design of facilities such as communications rooms and towers, to meet project and system objectives, considering a wide variety of complex factors such as environmental constraints, terrain, accessibility, availability of power, and proximity to other SCE facilities, evaluate systems and equipment, make recommendations regarding deployment of new systems, network management methods. •Project Management: Develop and manage project scope, schedule and budget. Provide updates regarding project financial performance such as budgeted/committed/actual expenditures. Coordinate requirements and project delivery with internal Network Services, Edison Carrier Solutions, Real Properties, Environmental, Transmission & Distribution Engineering and MPO, Transmission & Distribution Substation Construction and Maintenance, Transmission & Distribution Power Delivery, and Power Production Hydro. Coordinate and interface with external utilities, governmental agencies, and external clients. These projects typically range from 0.5 to 1.5 years in duration with budgets between $50K and $1M. •Analyze Project Requirements: Analyze telecommunications requirements with respect to system capacity, system reliability, and technical parameters specifically related to the operation of protective relaying and remote telemetry, cost, schedule, and scope. Develop plan of service for projects, including elements such as required communications facilities, facility site location, required systems. Minimum Qualifications:  Requires a bachelor's degree in engineering from either a recognized accredited program in their home country or the country in which the professional is practicing. Minimum of 3 years related work experience All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations. Training Certificates:  •This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation. Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties.  Preferred Skills, Education, Experience: •Five or more years of engineering experience, specifically with telecommunication and network infrastructure. •Experience with telecommunication systems (i.e. lightwave and microwave transport systems, fiber optic, voice systems, satellite and radio systems, and data systems, MPLS, DWDM (Infirnera) platforms, packet transports). •Five of more years of telecommunications systems design and circuits, and analyzing job requirements. •Three of more years of experience supporting, managing and/or executing projects, including identifying, maintaining, and/or adjusting the cost, scope, resources, and overseeing the formal planning, tracking, and reporting of project performance, as well as some experience working and/or managing a cross-functional teams. •Three of more years of experience interfacing effectively and collaborating with internal employees, and all levels of management to develop solutions and ensure stakeholder buy-in. •Must be able to travel, up to 25%. •Bachelor’s Degree in Engineering, Telecommunications, or relevant technical discipline. •Must have a valid driver’s license with a clean abstract. •Experience following corporate safety protocols and safe work practices. •Three of more years of experience integrating work across relevant areas, developing the business and services to enhance customer satisfaction and productivity, managing risks appropriately, managing information, and providing exceptional service to internal and external customers. •Three of more years of effective decision making, results delivery, team building, and the ability to stay current with relevant technology and innovation.
