Artificial Intelligence Developer – PTC (Hybrid)
The Pennsylvania Turnpike Commission (PTC) is seeking an Artificial Intelligence / Machine Learning Vision Developer to support mission-critical OCR and image-processing systems used in large-scale, real-time transaction processing.
This role requires strong experience in Python, Machine Learning, Computer Vision, and OCR, along with the ability to build scalable, production-ready systems (not just prototypes). Hybrid work with onsite presence typically 3–4 days per month along the Turnpike.
Responsibilities
Design and optimize ML-based computer vision components, including:
Object detection & image classification models
OCR pipelines using third-party and custom OCR engines
Image quality assessment classifiers
Develop production-ready Python code with strong OOP and design principles
Integrate ML components into distributed, message-driven systems
Implement data-driven training, evaluation, and feedback loops
Optimize models for real-time workflows (latency + throughput)
Participate in system architecture discussions for scalability and maintainability
Collaborate with Database, API, and DevOps teams for deployment
Develop frameworks/systems beyond proof-of-concept notebooks
Create extensive documentation (technical design, diagrams, test scripts, best practices)
Lead and support enterprise-level projects and system enhancements
Follow PTC standards, policies, and procedures
Minimum Experience Required
Strong professional experience with Python
Solid software engineering foundation: OOP, design patterns, clean code
Image processing & computer vision frameworks (OpenCV, Pillow)
Machine learning frameworks (PyTorch, TensorFlow)
OCR experience (Tesseract, PaddleOCR, EasyOCR, or custom models)
Object detection frameworks (YOLO, Faster R-CNN, SSD, etc.)
Knowledge of classification, feature extraction, metrics
Proficiency with Microsoft Office 365 + ADO Testing Module
Bachelor’s degree in Business Management, Information Systems, or equivalent experience
Desired Skills
Strong software engineering mindset (quality, maintainability, architecture)
Experience with OCR, image classification, detection in production environments
Ability to translate research into real-world systems
Experience with distributed/multi-module systems
Excellent communication and documentation skills
Bonus: SAP experience, ITIL/ITSM methodologies
Engagement Requirements
Candidate must be located within the Continental US
Hybrid: Primarily remote with scheduled onsite work in Middletown, PA
Must attend one onsite meeting per quarter
Must attend onsite orientation (equipment pickup required)
Possible onsite post go-live support (1–2 week rotations)
No additional travel compensation for candidates within 3-hour commuting distance
