    ARTLIN CONSULTING is seeking motivated individuals who are passionate about helping clients achieve excellence. The ANALYTICAL AND ADMINISTRATIVE SUPPORT SERVICES – BUSINESS ANALYST shall provide expert level analytical and administrative support for senior executives and must be highly proficient with Microsoft Office Suite applications. Should have general knowledge and experience in office management.   It is also essential that the Candidate can provide administrative support for meetings, correspondence, and gathering background information to support senior officials' attendance at meetings. Candidate shall provide focused administrative support for organizations to include editing and formatting correspondence, reports, briefings and other content drafted by technical and management personnel; transmit documents and data files; provide focused support for business meetings and other events; support conference planning, travel coordination, and organizational activities.  Manage and track data call requests.  Assist in providing illustration/graphics support requiring visual display/presentations/aids, including videos.  Candidate must be able to operate independently when required with minimal guidance and supervision.  Candidate must possess problem solving skills and able to conduct independent research.  Properly handle sensitive information.

    • Maintain Calendar. The Candidate shall maintain the calendars of office personnel, coordinate the daily activities, and travel schedules to resolve conflicting priorities and requirements and ensure support for attendance at high profile meetings.  Manage virtual operations, ensuring that all organizational teams have the tools to work in a remote environment necessitated by the pandemic thru teleconferences, online meetings, and establishing & moderating virtual workspaces.
    • Preparation of Correspondence and Reports.  Candidate shall have strong writing and editing skills. The Candidate shall prepare formal, official correspondence based on drafts from senior level persons in the office.  The memos and other documents shall comply with the USD(A&S) correspondence guide and other standards established for the office and shall be appropriate for senior level Government officials.  The Candidate shall assist in preparing required reports and presentations. 
    • Strategic Communication.  Candidate shall have an overall understanding of the National Defense Authorization Act and Acquisition Policy to develop deliverables for media, Congress, and senior leadership, including scorecards, statements, articles, and charts in multimedia formats as appropriate for the audience and information in accordance with Principals' functions and priorities.
    • Interaction with Public.  Candidate will be required to answer the telephone and refer the calls to the appropriate individuals within the office.  The administrative staff will serve as the interface with the public whenever there are inquiries concerning the office, including the greeting and escorting of high-level officials.
    • Office Management.  Depending on the position assigned the Candidate shall be responsible for coordination of office administrative functions including office security administration, office space management, processing security clearance and visit requests for OUSD(A&S) personnel and visitors, scheduling office events and ordering supplies.  All Candidates should have experience in administrative support and working knowledge of DoD security procedures. As required, the Candidate should be proficient with the Defense Travel System (DTS) and responsible for processing travel requests, arranging accommodations and reimbursement of expenses in accordance with the Joint Travel Regulations (JTR). Provides recommendation and guidance of organizational efficiency and troubleshoot malfunctions
    • Mail Processing.  As required, the Candidate shall process incoming mail, including e-mail and facsimile, route correspondence to the appropriate individual(s) in the office for response and tracking actions. Coordinates submission of expense claims and keeps record of supplier invoices.
    • Maintenance of Files.  The Candidate shall maintain accountability of files and correspondence in the office, both in electronic and in paper form IAW WHS Administrative Instruction (IA) 15 and A&S Administration workflow and process Standing Operating Procedure (SOP).  The files should be archived appropriately and accessible whenever the need arises to find historical documents.   
    • Preparation of Briefings and Other Documentation.  The Candidate shall prepare formal, official program documents and correspondence based on OUSD(A&S) input and direction and maintains accountability of associated program files and records.  The Candidate shall assist in the development and coordination of appropriate responses, reports pertaining to OUSD(A&S) projects.  The Candidate will provide these reports and summaries as prescribed in official DoD or other federal directives.
    • Participation in In-Process Reviews and Meetings.  The Candidate shall actively participate in scheduled and unscheduled in-process review meetings and briefings, as required by the Government.  The Candidate shall participate in ad-hoc meetings and be able to complete quick response assignments.  The Candidate shall maintain configuration and quality control of assignments at all times to assist with this call.
    • Liaison with Governmental and Non-Governmental Agencies.  The Candidate shall interface with Governmental and non-Governmental agencies.  Other functions include analyzing requirements for Interagency working groups and coordinating inputs from numerous sources, other Government agencies, academia, and non-Governmental organizations.
    • Project Management.  Provide project management expertise and guidance.  Assist in comparing program direction and guidance in program management directives, plans, and other program documents, identify discrepancies, and recommend actions.  Determine accuracy of information/situation depicted, and report inconsistencies.  Assist in presenting specific briefings to Government and stakeholders.  Assist in reviewing program plans and other related documents and provide comments.  Assist in tracking progress and suggesting alternate approaches for projects behind schedule.  Assist in analyzing problems that arise in the performance of program calls and recommend solutions.  Assist in performing systems analysis of network project tracking systems.  Evaluate for applicability of calls, sequence, interdependency, duration, and consistency with program objectives.  Make recommendations for improvement and efficiency.

     

    QUALIFICATIONS:

    • Bachelor's Degree from an accredited college or university is required
    • 4 years of general experience, with a minimum of 2 years of experience performing research and analysis required.
    • Ability to conduct quantitative and qualitative data collection and analysis of large volumes of sensitive personnel data.   Familiarity with Department of Defense organizations and missions is preferred.
    • Demonstrated proficiency in analytic methodology.
    • Superior oral and written skills preferred.
    • Military Experience is preferred
    • Experience with OUSD(A&S) is preferred
    • SECRET CLEARANCE REQUIRED; TS PREFERRED
