    The HUMAN CAPITAL ANALYST will support a defense innovation organization to understand the dynamics of the DoD's workforce and to make recommendations as to how innovation might be enhanced in the DoD through the application of relevant private sector practices and academic scholarships related to behavioral economics and organization leadership, management, and culture.

    This role will focus on gathering and analyzing data through surveys and other research methods to support the development of recommendations for the innovation of Human Capital processes in the DoD. This position will contribute to the analysis of organizational behavioral strategies in support of the development of objectives, operational concepts, and strategic plans to enhance the innovations created by the organization.

    POSITION RESPONSIBILITIES:

    • Assume the leading analytical role to support building a culture of evidence- based, outcome- driven policies and experimentation.
    • Identify and devise potential study plans for new areas of interest as they relate to potential innovations in the workforce.
    • Conduct regular reviews of analytic portfolios to ensure that they continue to reflect client priorities.
    • Oversee the analytical results and manage the workflow of junior level analysts to facilitate communication and product dissemination.
    • Develop and present reports (including trip reports and other memoranda) to include weekly and bi-weekly status updates to senior leaders as required for the efficient functioning of the organization.
    • Take detailed notes of organizational meetings, working sessions, conferences, and regular public meetings to then summarize discussed concepts, proposals, and recommendations.
    • Prepare and implement knowledge management plans for electronic and paper recordkeeping; develop and maintain databases and tracking systems, such as systems for maintaining records on organizational members, meeting minutes, registrations for public events, etc.
    • Design and execute complex engagement planning and logistics with internal and external stakeholders in support of the organization's meetings and events.
    • Prepare informative presentations, persuasive memoranda, presentations, and reports which describe meetings, trips, findings, and recommendations for overall human capital improvement strategies.
    • Under general supervision, employee will be expected to exercise sound and independent judgment and consistently exercise discretion.

    EXPERIENCE AND EDUCATION LEVEL:

    • Bachelor's degree in psychology, leadership, or other related area required.
    • Master's degree in Organizational Behavior or Industrial Organizational Psychology preferred.
    • 3 -5 years of experience working with the Department of Defense in a human capital related field.

    OTHER SKILLS:

    • Strong proficiency in Microsoft Excel, PowerPoint, Access, Project 2010 required
    • Working knowledge of SharePoint 2010 or similar knowledge/collaboration management tools preferred
    • High performer and self-starter that takes individual initiative to solve problems.
    • Excellent team player with an ability to work well in a collaborative environment.
    • Ability to learn new data sources quickly and develop creative solutions to new problems.
    • ACTIVE SECRET CLEARANCE REQUIRED; TS/SCI CLEARANCE PREFERRED.
