    ARTLIN CONSULTING is seeking motivated individuals who are passionate about helping clients achieve excellence. The GOVERNMENT FURNISHED PROPERTY SUBJECT MATTER EXPERT (SME) will support our Department of Defense client in their effort is to provide strategic, operational, and technical support to define required capabilities, data standards, and business processes (including business re-engineering opportunities). They will conduct research into new and emerging capabilities, support capability pilots (including associated security requirements related to Department of Defense Instruction (DoDI)).

    The GOVERNMENT FURNISHED PROPERTY SME will provide technical and functional support for Government Furnished Property (GFP) / Contractor Acquired Property (CAP) process improvement by identifying DoD enterprise functional and data requirements, standards, business rules, internal controls, processes, and reengineering necessary to achieve business visibility, improve accuracy, and streamline the overall procurement process for the government workforce and industry in accordance with the strategic plan. The Government Furnished Property SME will work with the program to mature these requirements and implement them in appropriate enterprise systems and processes, as well as in procurement and procurement-related applications (including enterprise resource planning (ERP) systems).

    POSITION RESPONSIBILITIES:

    • Review and analyze data flows related to GFP/CAP, and the systems and data standards associated therewith.
    • Recommend improvements to systems, standards, and policy. Support training in GFP/CAP processes.
    • Participate in Item Unique Identification (IUID) and GFP Registry meetings to identify data requirements and mapping changes.
    • Provide requirements reviews and testing support for improvements to systems within the Procurement Integrated Enterprise Environment (PIEE) related to GFP/CAP, including the transition of tools managed by DCMA.
    • Coordinate closely with OSD Comptroller and OUSD A&S Sustainment for cross-functional issues supporting GFP/CAP including efforts to improve compliance under the Financial Improvement and Audit Remediation (FIAR) program.
    • Review and analyze data flows and standards related to Procure-to-Pay (P2P) interchanges with accounting and finance for process improvement.
    • Provide support for program's role and functional and data requirements for systems and initiatives within the portfolio of enterprise procurement solutions, enterprise OSD-led efforts, and the Integrated Award Environment (IAE) portfolio.
    • Work with the Comptroller, other appropriate OSD offices, and Components through governance groups to ensure appropriate conditions for the procurement data standards and required enterprise systems are placed on Enterprise Resource Planning (ERP) and other target systems.
    • Under general supervision, employee will be expected to exercise sound and independent judgment and consistently exercise discretion.

    EXPERIENCE LEVEL:

    • A bachelor's degree with 7+ years of experience supporting Department of Defense Government Furnished Property initiatives.
    • Prior experience performing requirements gathering. data analysis, conducting data calls, and familiarity with all experience listed above.
    • Experience with DoD procurement systems such as PIEE, FPDS, SAM, etc.
    • CANDIDATES MUST BE ABLE TO OBTAIN ACCESS TO UNCLASSIFIED INFORMATION VIA A FAVORABLE NATIONAL AGENCY CHECK (NAC).
