    The Defense Acquisition Reporting and Analytics Subject Matter Expert (SME) supports the Deputy Director for Enterprise Information, Acquisition Resources and Analysis Directorate. This role requires a SME in DoD acquisition law, policy and processes to advise the project manager on reporting requirements of Major Defense Acquisition Programs and Major Automated Information System programs. This position also advises the project manager on data analytics opportunities to extract valuable information from acquisition reports and external sources, to enhance program assessments and key acquisition lifecycle decisions.

    POSITION RESPONSIBILITIES:

    • Provides Acquisition Visibility Project Manager consultation on DoD acquisition law and policy, and derivative system requirements
    • Formulates functional requirements for project teams, assists developers with user interface design and monitors testing to ensure satisfaction of acceptance criteria
    • Advises product teams on business rules governing acquisition data structures and processes
    • Manages stakeholder engagements, requirements prioritization and expectations management

    EXPERIENCE LEVEL:

    • Ten years in multiple levels of the DoD acquisition community: program management office, staff support for Program Executive Officers, Component Acquisition Executives, or Defense Acquisition Executive
    • Multiple areas of acquisition proficiency, such as: program management, financial management, contracting, research and development, engineering, production, test, logistics and sustainment
    • Programming: Program Office or Component POM formulation or OSD Program Review
    • Budgeting: Program Office or Component BES/PB formulation or OSD Budget Review
    • Execution: Program Office, Component or OSD financial management
    • Conversant with DoD acquisition data and program reporting requirements
    • Strong analytical skills
    • Proven ability working successfully in a collaborative and diverse environment
    • Excellent attention to detail, particularly documentation concerns
    • Excellent written and verbal communication skills
    • Excellent project management skills and ability to prioritize in a fast-paced environment

    INFORMATION SOURCES AND PROFICIENCY LEVEL:

    • DoDI 5000.02 – Knowledgeable

    • 10 USC Chapter 144 and 144a

    • DAMIR or Component Equivalent – PMO, PEO, CAE user or OSD analyst

    • EVM CR – Conversant

    • President's Budget Exhibits – PMO, PEO, CAE user or OSD analyst

    • MS Excel – High

    • SharePoint – End User

    CERTIFICATIONS:

    • Secret Clearance Required
    • PMP or DAWIA PM III (Recommended)
