    CALIBRE Systems, Inc., an employee-owned management consulting and digital transformation company, is looking for a highly motivated Senior Program Manager to join our dynamic team supporting a federal client, the Centers for Disease Control and Prevention (CDC). The Program Manager will deliver integrated project/program management services to coordinate the efforts of projects and support client leadership with information needed to oversee the tactical and strategic plans. Responsibilities include, but are not limited to:

    • Establish and validate the goals, objectives, and outcomes for individual projects by reaching agreement between business owners and project stakeholders and leadership teams.
    • Identify performance metrics, develop measures, and data collection methods to monitor activity/project performance and status across projects.
    • Collect and maintain awareness of updates to project-specific plans and schedules, identify and track key integration points and assess impacts of changes as projects progress through the EPLC.
    • Perform issue and risk identification, monitoring, and advise of any developing situation or potential problem that may impact the projects, and work with leadership to address known issues and risks and identify mitigation strategies.
    • Facilitate, document, and communicate results of project and program activities, including Executive-level status report of activities.
    • Assist in capturing and articulating standards defined and approved by governance groups; Draft communications provide templates, processes, and procedures related to governance activities for project stakeholders.
    • Coordinate with other contractors and staff to address data modernization considerations in systems development planning and operational support to ensure consistent application of governance processes and procedures.
    • Monitor IT project compliance with the EPLC framework and monitor stage gate reviews conducted by the IT and Data Governance Council.
    • Assist in capturing future needs and budget inputs for input to IT Data Governance annual budget calls; Develop processes for allocating budgets for common platforms or shared services and produce job aids or standard operating procedures to document cost allocation methodologies for budget and leadership teams. Develop or enhance tools to collect consumption data, allocate costs, or to create reports for budgeting shared services.

    Required Skills

    • Knowledge of public health programs, data, and stakeholders.
    • Knowledge of HHS and CDC enterprise-wide performance life cycle (EPLC) management frameworks and governance processes.
    • Expertise in Laboratory Data Exchange including data exchange standards (e.g., HL7, FHIR, CDA, CSV).
    • Expertise in use and connection to data exchange intermediaries, including in-depth experience with APHL AIMS coordination, technology, and strategy.
    • Expertise in integration of lab, case, and other data, Electronic Lab Reporting (ELR), and Electronic Test Orders and Results (ETOR).
    • Expertise in the tools and technologies foundational to data exchange and use of those data, including cloud computing, API integration, data services required for data transformation and use.
    • Excellent verbal and written communication skills.
    • Able to work independently on several concurrent tasks with changing priorities.
      Must be detail oriented.

    Required Experience

    • Bachelor’s Degree with 10-15 years’ experience.
    • Demonstrated experience monitoring integration points and interdependencies across multiple internal government projects, multiple contractor entities, and assessing impacts to external partners.
    • Demonstrated experience convening and facilitating integrated work groups across multiple internal government projects and multiple contractor entities.
    • Demonstrated experience in applying industry standards and practices to federal government organizations.
    • Certified Project Management Professionals (PMP), or equivalent certification.
    • Certified Lean Six Sigma (LSS), or equivalent certification.
    • Knowledge of industry best practices as articulated by the Project Management Institute (PMI), Lean IT, Agile practices.
    • Experience in Health IT, project management, budget, and forecasting toolsets.
