    BACKGROUND

    As required by the Department of State’s Program Evaluation Policy, State formulated accounting standards and performance metrics with which to evaluate projects execution, the Africa Bureau’s Office of Security Assistance seeks support in establishing a robust evaluation framework as a key aspect of program management, and to determine if programs are effective, sustainable, and appropriate; to identify lessons learned and best practices; to assess return on investment; to feed into future policy and planning decisions; and to assure accountability to U.S. taxpayers.

    The Department of State’s Africa Bureau’s Office of Security Assistance has sought out the assistance of Alutiiq Information Management, LLC (AIM) in order to achieve its evaluation and program improvement goals. To that end, AIM seeks a Team Leader to lead this effort. The Monitoring and Evaluation SME will be responsible for the following:

    • Assists the Senior Monitoring and Evaluation Specialist in providing technical support and expertise in monitoring and evaluating security-related programs and in tasks requested by the senior SMEs.

    • Participate in evaluations and assessments.

    • Participate in the design, quality, development, and completion of all assessments, analytical reports, and evaluations.

    • Provide expertise, and conduct design and field-testing of evaluation methodologies, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks.

    • Provide in-office support to implement an integrated and evaluation system that allows management and staff to more effectively measure and report on results and to take management actions to improve program performance.

    • Provide in-office support to maintain and update AF/SA’s Results Orientated Monitoring (ROM) Framework.

    • Work with AF/SA’s staff, and grantees, to improve the use of the Statement of Work (SOW) process and other tools for results-oriented monitoring and management.

    • Provide assistance to program teams on clarifying portfolio and project goals and objectives, developing appropriate performance indicators, and advising on methodologies to collect performance data.

    • Collect, analyze and summarize project data to prepare external and internal reports to determine effectiveness of AF/SA’s programming.

    • Support annual Project Performance Reporting (PPR) and quarterly Agency Priority Goal (APG) reporting processes which involve coordinating the collection of data from program teams and Regional Offices; developing templates or other automated tools to simplify the data submission process; analyzing program performance data; and contributing to preparation of final narrative and data reports.

    • Conduct, multiple multi-project evaluations per year, across all of AF/SA's programming.

    • Develop a mechanism for tracking and reporting on cost shares, whether from host countries or other partners.

    • Prepare and submit deliverables as required.

    • The individual will provide technical support and assistance on data management and the IT system, however may be required to provide support for other activities under this task order.

    REQUIREMENTS:

    • ACTIVE SECRET SECURITY CLEARANCE
    • A Bachelor’s degree in International Affairs or Security Studies with graduate level research from an accredited university.
    • At least three (3) years of experience administering, developing, managing and overseeing projects, preferably international and within the security field.
    • Designing and conducting large-scale program evaluations on security-related programs, preferably foreign or security assistance initiatives.
    • Designing and implementing performance evaluation methodologies, qualitative and quantitative data collection and analysis.
    • Coordinating and collaborating with multiple stakeholders and delivering comprehensive, large-scale monitoring and evaluation systems. 
    • Preparing and submitting M&E evaluation reports, impact reports, and other M&E documentation
    • Experience designing and conducting large-scale monitoring and data management activities.
    • Knowledge of monitoring and evaluation policies of the Department of Defense and the Department of State.

    Proven ability to deliver quality written and oral products to diverse audiences.

    PREFERRED REQUIREMENTS:

    • Experience with foreign, security assistance or professional military education initiatives.
    • Experience with security assistance programs that build military and security system capacity in Africa.
