  • Responsibilities

     

    Critical expertise in classification and position management of civilian positions by performing all duties related to position classification and position management in accordance with Office of Personnel Management (OPM) and Department of State Classification Standards, guidance, and policies; concurrently, conduct critical training of two to three junior Human Resources (HR) specialists on classification and position management of civilian positions. Develop a training plan and schedule for conducting on-the-job training with specific HR specialists to bring them up to the expert level in all aspects of classification and position management. Classification review and evaluation of Foreign Service position descriptions.

    Major Duties

     

    The following types of duties are not all-inclusive, but are indicative of the types of requirements: 

     

    • Position Classification 
    • Position Management 
    • Organizational Development

     

     

    The Classifier provides classification and position management services in a federal agency environment. The performance objectives for the contract are:

     

     

    • Classify General Schedule civilian position descriptions (PDs) 
    • Review PDs in accordance with OPM Classification Standards to determine the appropriate position title, series, and grade. 
    • Conduct desk audits and position reviews. 
    • Determine and assign the appropriate Cybersecurity and Fair Labor Standards Act (FLSA) codes. 
    • Advise supervisors of the classification process and position management considerations. 
    • Plan and Review organizational change requests and provide input on classification and position management implications. 
    • Provide advisory services and guidance as required in classifying unique or precedent setting positions, identifying alternatives where requested classifications are not supportable and presenting controversial decisions to management. 
    • Serve as an expert in position classification and position management, providing authoritative advice and guidance to supervisors and managers in the resolution of the most sensitive and/or controversial classification actions. 
    • Participate in position management and classification studies; interpret and explain classification criteria; and draft evaluation statements and documentation to justify classification positions. 
    • Redraft and reclassify legacy position descriptions to ensure compliance with current classification standards, policies, and guidance. 
    • Prepare reports and maintain records of work accomplishments and administrative information, and coordinates the preparation, presentation, and communication of work-related information. 
    • Provide guidance and advice related to delayering and organizational restructuring.

     

     

    Professional Qualifications/Skills:

     

     

    • More than 10 years of strategic human capital and position classification and organizational management experience or Bachelor's Degree in related field.
    • Strategic workforce planning experience
    • Ability to apply Human Resources principles, Federal HR Laws, regulations, and policies relating to position classification, position management, and organizational design concepts.
    • Ability to utilize analytical techniques to research, collect, and evaluate information used in conducting studies and reviews to provide authoritative advice to resolve complex classification problems and identify the most effective approach.
    • Ability to work independently and exercise sound judgment with strong operational focus.
    • Must have excellent writing skills and experience producing high-level documentation for executives as well as writing implementation plans and processes for all levels within an organization.
    • Skill in using Microsoft Suite of tools to include Word, Excel, Visio, PowerPoint, and Adobe.

     

    MUST BE US CITIZEN with Active Secret Clearance or Clearable up to Secret
