    SUMMARY:

    Works closely with procurement managers, subcontract managers and project managers. Provides advice and interpretation of subcontract requirements to site project managers and corporate management.  Assists in developing subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.  Prepares bid packages, conducts bidder conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.  Negotiates and coordinates additions, deletions, or modifications to subcontracts.  Processes invoice transmittal forms, and assist procurement and/or subcontract managers as required. Provides proposal development and sourcing support.

     

    ESSENTIAL JOB FUNCTIONS

    1. Provide cradle-to-grade processing and administration of assigned subcontracts of low to moderate dollar value, risk, creativity, and complexity in support of corporate office, existing programs and newly awarded ones under supervision.
    2. Assists Procurement Manager, Subcontract Manager and Sr. Subcontract Administrator with developing, negotiating, and administering purchase orders and subcontract agreements and executes other aspects of the acquisition process in development of new business proposals and resultant purchase orders/subcontract agreements of low to high dollar value, risk, creativity, and complexity.
    3. Have some autonomy for assigned area of responsibility and acts as staff expert for company practices and policies and governing customer acquisition requirements for all procurement acquisition contract activities.
    4. Work independently with good problem solving skills, while keeping Business unit and Corporate procurement management updated on the status of their assigned activities.
    5. Apply the principles of the FAR/DFAR and other Government Acquisition regulations to the management of subcontract agreements between the Company and suppliers.
    6. Support the pursuit of new business by managing subcontractor requests for proposal, negotiating prices with subcontractors, and conducting price analysis to ensure the Company and its end-users are paying realistic and reasonable prices.
    7. Develop and maintain positive relationships with project managers and subcontractors.
    8. Participates in proposal submission to ensure the pricing team has all necessary documents.
    9. Works independently reviewing purchase requests and related documents clarifies all facets of a proposed acquisition to ensure accuracy and completeness.
    10. Perform due diligence activities involved in evaluation of potential subcontractors, such as assessment of the subcontractor capabilities, alignment with Company lines of business, and risk profiles.
    11. Responsible for negotiating and processing Non-Disclosure Agreements, Consultant Agreements, Professional Services Agreements , IT Service/Maintenance Agreements, and Teaming Agreements.
    12. Ensure compliant file documentation on administered purchase orders and subcontracts.
    13. Other duties as required.

    KNOWLEDGE & SKILLS:

    Must have understanding of the government acquisition process

    EDUCATION & EXPERIENCE: 

    Bachelors degree or equivalent and 2-4 years of experience, including experience in a US Government purchasing environment. Three (3) years of CONUS and/or OCONUS procurement experience. Experience in service subcontracts and providing procurement supporting projects at various remote sites. Working knowledge of FAR/DFAR

    Understanding of various price analysis techniques

    Moderate skill level working with Microsoft WORD & EXCEL

    Excellent organizational and communication skills and ability to multi-task, set individual task by assigned priorities and work with minimal supervision

    Solid negotiation skills

    Must possess a positive and proactive attitude and ability to handle multiple high visibility critical tasks simultaneously

    Must have moderate to advanced expertise in procurement systems such as MAXIMO, Costpoint, or similar TRAVEL: 25% to Florida
