  • Responsibilities

    The Transportation Systems Management and Operations (TSMO) team at the Colorado Department of Transportation (CDOT) would like a web-based solution to capture, modify, and search data on crashes around the state. In addition to the web interface, a windows service will be developed to import and run automated tasks to modify the crash data into CDOT specific coding and format. This solution would replace and improve upon the existing EARS application (developed in FoxPro).  Behavioral and Engineering Safety Data for Transportation (BESDT) is the new name of the application.

    SCOPE

    • Automation Process Service
      • Data import process from CORIS and DRIVES
      • Process to normalize collected data
      • Process to de-duplicate crash data
      • Process CDOT automated field and road coding
      • Process to set GPS locations using CDOT mapping data
    • Database schema
      • Support for DR2447 and DR3447
      • Support toxicology, death certificates, fatal blotters, and escape truck ramp data sets
      • Partition data for public and internal consumption
    • User roles needed for coders, team leads, administrators, and fatality coders
    • Web-based user interface for crash and fatal blotter data
      • Entry Form
        • Fatal blotter
        • Manual crash record entry
      • Landing dashboard for user’s outstanding workload
      • Build “Project” sets of records for assignment
      • Search function to query and retrieve crashes in a table format
      • Manual coding of records and validation of data entry
      • Bulk editing of multiple crash records
      • Ability to query and export record result sets
      • Save queries to be able to run again
    • Authentication
      • Ability for state employees to access the application using existing credentials
      • Ability for law enforcement users to access the application using CCIC OSN credentials
    • Data Publishing
      • Provide a full dataset for internal consumption
      • Provide a scrubbed (non-PII) data set for public consumption

      • Sign-in/out
      • Changes to each crash record
