SUMMARY:
Oversees all sections of the solicitation, and other solicitation documents, and develops price and/or cost volumes of proposals for new business and for the re-competition of current contracts. Ensures full compliance with RFP/IFB instructions, Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS). Considered a skilled professional in the fields of pricing. Lead procedures, tools, and techniques to be used in cost proposal preparation and the development of pricing strategies for bids, in collaboration with Capture Managers and other stakeholders.
ESSENTIAL JOB FUNCTIONS: (not limited to duties as described – performs related duties as requested)
- Leads, coordinates, and conducts pricing efforts for assigned proposals.
- Leads pricing strategy meetings, pricing reviews, and coordinates meetings with the proposal manager and capture manager to ensure they are captured in the proposal schedule.
- Provides guidance, direction, and specialized assistance for the resolution of difficult and complex estimating problems.
- Creates complex cost models for cost estimating elements.
- Knowledge of compliance with government/customer specifications (FAR/DFAR), standard cost estimating and accounting procedures, and contract pricing reference guides.
- Works closely with technical estimators and other team members to ensure consistent approach to pricing and estimating of proposals.
- Responsible for final cost narrative and pricing documentation produced for a proposal submission.
- Prepares responses and associated documentation required to respond to client Fact Finding, Evaluation Notices, Final Price Revisions, and Negotiations.
- Accumulates, evaluates, and documents historical cost data and construction procedures and methods in order to maintain current estimating standards and databases.
- Collects, researches, and analyzes FOIA and project historical data to develop cost projections and parametric burn rates used in re-competitions and new business.
- Assists operations with preparation of schedules for estimate preparation, review, and publication.
- Remains abreast of industry changes in estimating techniques and tools and provides creative recommendations that would enhance organizational performance.
- Works with management and co-workers to assist with both internal and external customers to establish reporting needs, desired format, and standardization.
EDUCATION & EXPERIENCE: (or equivalent)
Eight (8) years' relevant experience in a government contracting environment with BS in Accounting/Finance or related field or five (5) years with MBA in Accounting/Finance or related field.
KNOWLEDGE & SKILLS:
- Must have knowledge of government Proposal Pricing and experience in a variety of government services contracting.
- Ability to interact effectively with people in many different occupations across the company and with client, vendor, subcontractor and craft representatives.
- Attention to detail with an ability to handle multiple tasks independently.
- In-depth working knowledge of Cost Accounting Standards (CAS).
- Excellent computer skills, with strong proficiency in the use of Word and Excel, including use of advanced concepts in Excel (i.e. Pivot Tables, imbedded formulas).
- MATOC, AFCAP experience preferred.

SECURITY CLEARANCE: Must have the ability to obtain a Top Secret Clearance.
