MUST HAVE AN ACTIVE TS/SCI CLEARANCE TO SUPPORT THIS WORK.

     

    The Project Manager will support day to day operations on this intel effort.  The position duties include the oversight and management of 15-25 team members, the monitoring of budgets, property management (as applicable), and quality control, and serves as a liaison with the government points of contact as directed by the Contract Manager. This position requires on-site work and is split between Smartronix offices, and government facilities in the national capital region with periodic local travel to additional customer-designated work sites. #cjpost

    Essential Duties and Responsibilities:

    • Leads and directs technical and administrative project team activities.
    • Executes and monitors project activities.
    • Manages changes to scope, cost and schedule of project work.
    • Prepares and updates project plans and status reports.
    • Coordinates cross-functional meetings of personnel related to project.
    • Allocates appropriate resources to ensure projects are completed within given time and budget.
    • Utilizes corporate QMS processes to track project schedule and cost.
    • Reports status, develops project-related documentation, and implements lessons learned.
    • Participates in project performance review meetings and discussions.
    • Updates and maintains production and quality metrics for assigned projects.
    • Provides support to the Contract Manager for operational direction and oversight.
    • Conducts operational planning, execution and evaluation of a multi-faceted program that requires collaboration with customers to identify new project opportunities.
    • Ensures that contract service, quality, and performance requirements are met and compliance with standard operating procedures (SOP) is maintained.
    • Advises the Contract Manager of any contractual issues that may result in Contracting Office action and of any anticipated or proposed adverse personnel actions.
    • Establishes and maintains effective working relationships with the Government’s program managers, Contracting Officers (CO), CO Representatives (COR), and Alternate CORs in support of the Program.
    • Works cooperatively with the Contract Manager in developing short- and long-range goals, objectives, policies and operating procedures in accordance with contract parameters.  
    • Develops and manages project schedules.
    • Works with team to problem-solve and facilitates issues and situations.
    • Provides oversight of hiring process to assure compliance with contract requirements and adherence to HR policies.
    • Performs other duties as assigned.

     

    Required Skills

     

    • Proficiency with Microsoft Office products including Word, Excel, PowerPoint, and knowledge of Visio and Project.
    • Knowledge of process improvement techniques and ability to direct improvement initiatives.
    • Ability to use Microsoft Office programs and other relevant technology applications.
    • Aptitude to work independently or in a group depending on the requirements with little or no oversight.
    • Ability to multi-task simultaneously in support of various internal and external stakeholders
    • Already having possession of a TS/SCI clearance is a hard requirement for this position.

     

    Required Experience

    • M.S. /M.A. degree 
    • 10+ years of technical and project management experience; agile experience preferred.
    • Experience with developing, monitoring and modifying project baselines.
    • Experience with intelligence agency project support, preferred but other relevant support could be substituted.
    • Experience working with and leading a team of software developers and engineers.
    • Demonstrable success in government contracting (DoD/Intel preferred) through prior work experience in a customer-facing role.
    • Budget management and execution experience with preference for understanding of  budget  and funding process, (i.e.  MIPRs).
    • Economic analysis/data analysis experience desired
