    SUMMARY:

    The Contracts Administrator performs overall cradle-to-grave contracts management of assigned contracts and subcontracts.

     

    ESSENTIAL JOB FUNCTIONS:

    • Reviews and makes recommendations regarding resolution of issues relating to company performance in conformance to original proposal and all terms and conditions of the contract.
    • Provides guidance on contractual requirements and government regulations.
    • Reviews contract documents received and prepares documentation of review, including summary of impact to contract cost or schedule.
    • Prepares and disseminates information throughout the company regarding contract status, compliance, modifications, deviation, negotiation, completion and termination.
    • Prepares special reports and analysis as required. Maintains contract briefing system in accordance with DCAA requirements.  Completed work will be reviewed and approved by supervisor.
    • Serves as point of contact for all contractual agreements assigned to business unit (IT&ES) and maintains agreement database to track all agreements.
    • Assists in the coordination and development of RFP responses.
    • Oversees proposal planning and administration of contracts.
    • Provides guidance on contract matters to team members. Works with other members of executive management including, but not limited to, the Executive Leadership (i.e. CEO, COO, CFO) and legal counsel, to address unique contractual situations or agreements requiring special considerations.
    • Prepares responses for Requests for Equitable Adjustments, Claims, and Letters of Concerns.
    • Prepares and coordinates Post Award Debriefs.
    • Prepares contract briefs and revisions summarizing contractual requirements to assist/support budget inputs.
    • Maintains a contract modification log for each assigned contract.
    • Assists other business units in the preparation of contract change notices, monitor contract performance, including the reporting of special contract requirements and deliverables.
    • Assists internal departments (e.g., Operations, Finance) with interpreting contract language and verifying contract terms are entered accurately into appropriate business system.
    • Assists in or lead contract negotiations as appropriate.
    • Coordinates with Business Unit (BU), personnel to initiate Contract Close Out process to ensure contract close-out, extension or renewal is completed. Works with Compliance to ensure Task Order and Contract Release of Claims are current and accurate prior to execution.

     

    EXPERIENCE AND EDUCATION:

    • 6-9 years' experience with Bachelor's degree or equivalent experience in subject matter certifications; 4-7 years experience with MBA.
    • Demonstrated successful contract management performance execution supporting complex government programs, active support of proposal process, risk identification and mitigation, contract negotiation, customer liaison, data rights knowledge and experience.
    • Excellent written and verbal communication skills, presentation skills, and computer skills.
    • Expert knowledge within government contracts arena with particular emphasis on contract management and proposal support.
    • Excellent negotiation skills, including experience negotiating complex terms and conditions and flow down of T&Cs to subcontractors.
    • Must have experience with all contract types (Cost Reimbursement and Fixed Price) and an in-depth understanding of FAR/DFAR.
    • Excellent time management, organizational, and analytical skills, including solving problems and mitigating risks.
    • Experience with CPAF contract, award fee board self-assessment, and contract change management.
    • Hands-on experience with working and negotiating Subcontracts with a Prime government contractor.
    • Ability to work in fast-paced environment and manage multiple priorities.
    • Must have the interpersonal skills to deal effectively with management and staff regarding contracts issues with high degrees of complexity and work issues to resolution.

     

    SECURITY CLEARANCE:

    Must be a US Citizen and currently hold OR have the ability to obtain a Department of Defense (DOD) Secret Level security clearance.
