  • Responsibilities

    Position Summary:

    Purchase materials and services in accordance with the company's policies and procedures. Review and analyze purchase requisitions to convert to purchase orders issued to suppliers. Investigate and develop sources of supply, prepare bid specifications, issue bid requests, review and summarize bids/proposals from suppliers. Provide interpretation of  purchasing procedures to functional areas and suppliers. Obtain materials and services from suppliers at optimal value with consistent consideration of cost, quality, reliability of source and delivery requirements. Follow up on purchase orders and expedite shipment and delivery. Support resolution of payment matters with suppliers.

    Primary Duties:

    • Process purchasing requirements for operations with suppliers in accordance with the company's policies and procedures in a manner that obtains best value for the company
    • Negotiate for favorable terms and conditions, warranties, volume discounts, payment terms, and delivery requirements
    • Examine and analyze departmental purchase requisitions for completeness and accuracy of information
    • Collaborate with operations to clarify requirements with suppliers
    • Process requisitions per defined procedures related to approval authority, cycle time commitments, and in accordance with contractual terms and competitive bidding requirements
    • Develop and distribute complex and technical bid invitations or requests for proposals; receive and analyze bids, prepare bid summaries and make sourcing recommendations
    • Coordinate with supervision and other internal customers to reconcile questions concerning bids received.
    • Develop new sources of supply
    • Maintain professional, open dialogue with suppliers to obtain information on new and existing materials and services
    • Resolve requirements issues between operations and suppliers
    • Monitor approved vendor list to ensure adequate sources of supply for materials and services
    • Review purchase orders with suppliers to ensure compliance with terms and conditions
    • Support program administration for company purchasing card program
    • May perform other related duties.

    Requirements:

    • Bachelor's degree in Supply Chain Management; OR Bachelor's degree and two (2) years supply chain experience; OR Associate's degree and five (5) years buying experience
    • Eight (8) years buying experience
    • Valid state driver's license

    RELOCATION ASSISTANCE IS NOT AUTHORIZED FOR THIS POSITION   Knowledge, Skills, and Abilities:

    • Knowledge of purchasing practices and procedures
    • Effective negotiation skills
    • Knowledge of materials and services in energy and utility industry
    • Ability to prepare and analyze complex technical specifications and bids
    • Well developed verbal and written communication skills
    • Ability to establish and maintain effective working relationships
    • Intermediate level skill in computer applications such as MS Office. Knowledge of SAP is desired
    • Time management and negotiation skills
    • Ability to resolve conflict

    Working Conditions:

    • May be required to work non-standard hours
    • May require minimal travel.
    • Work is performed in an office environment.
    • Extensive time spent working at a computer and on the telephone.
