    POSITION OVERVIEW:

    The Human Resources Manager is responsible for overseeing all personnel practices at the Center level to include but not limited to staffing, the onboarding application process, termination procedures, staff performance and training implementation and compliance, along with ensuring adherence to all federal, state and local laws.

    PRIMARY/MAJOR DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

    • Provide guidance to all senior management and supervisors as it relates to employee relations.  Advise appropriate corrective action consistent with the company’s progressive discipline policy. 
    • Manage the Human Resources Department and staff. 
    • Ensures proper enforcement of Equal Employment Opportunity (EEO) federal and state regulations as it relates to the rights of both staff and students. 
    • Formally addresses and investigates all complaints that arise in a timely manner. 
    • Develops and coordinates annual staffing and training plans as required by the Department of Labor.   Ensures training is tracked for every employee. 
    • Coordinate staff training in accordance with the requirements of the Policy Requirement Handbook (PRH) while simultaneously ensuring staff are provided with supplementary trainings that readily equip them to perform their job duties optimally.  
    • Ensures vacancies are filled in a timely manner in accordance with the approved organizational chart. 
    • Ensures accuracy and timely submission of all employee timesheets so as to remain in compliance with company policy. 
    • Coordinates the annual performance appraisal process.  Provides guidance and feedback to all management and supervisors completing appraisals. 
    • Ensures timely submission of required documents as it relates to worker’s compensation and/or staff injury. 
    • Manages all department staff to ensure effective operation. 
    • Maintains the highest level of confidentiality to protect employee/employer rights and personal information.  Ensures all personnel information is stored properly and remains confidential. 
    • Ensure staff members have adequate training to complete key areas of responsibilities. Cross-trains department employees. Ensures that departmental staff completes all DOL, Corporate and Center training as required. 
    • Develops Others:  delegates tasks or responsibilities for the purpose of developing others’ abilities, reassures and encourages performance improvement, provides timely coaching.

    SECONDARY DUTIES AND RESPONSIBILITIES:

    • Manage vacancies through the company’s designated human resources information system from recruitment to onboarding.   
    • Screens candidates to develop a creditable applicant pool for hiring managers. Ensures candidates meet the minimum PRH requirements.  
    • Organizes and facilitates New Hire Orientation for all new staff. 
    • Ensures that employee timesheets are completed accurately and in a timely manner for payroll processing.  Completes periodic timesheet audits. 
    • Promotes a positive work environment and establish a rapport with staff that will foster employee retention and raise employee morale.
    • Manages staff appreciation.
    • Aids staff during annual open enrollment and promotes awareness of all benefits and programs offered by the company.
    • Schedules staff meetings at regular intervals, ensures meeting minutes are accurate.
    • Ensures Standard Operating Procedures (SOPs) are developed and implemented for assigned departments.
    • Participates in CMT, ensures that all staff participate in CMT.
    • Provide support to the Career Development Services System (CDSS) department to ensure student job readiness.
    • Ensures equipment assigned to the department is properly accounted for and maintained in good condition.
    • Notifies the Center Director of repairs/costs above routine expenditures.
    • Monitors budget for the Human Resources department and maintains spending limits as applicable. Tracks spending of staff each month.
    • All other duties as assigned.

    Required Skills

    REQUIRED EDUCATION AND EXPERIENCE:

    • Bachelor’s Degree in related field. 
    • Four years of relevant experience. 
    • Active knowledge of federal and state laws as it pertains to employment. 
    • Sound communication skills; to include verbal, non-verbal and written. 
    • Ability to make sound decisions and utilizes good judgment at all times.  
    • Proficiency in Microsoft Office applications.

    PREFERRED EDUCATION AND EXPERIENCE:

    • PHR or SPHR certification.

    • Active membership with Society of Human Resources Management (SHRM); nationally or locally.
