    Description

    This position will support system modernization project. The focus of a business analyst is to document, review and analyze an organization’s business, including its intentions, business services, processes, and information needs to assist the organization to implement changes that lead to an improved operating environment. The business analyst serves as a conduit in the development of technology and process improvement solutions between the business unit, stakeholders, and solution delivery teams.  This position serves as a liaison with stakeholders to document a solid understanding of how the business is currently operating, future goals, and the steps required to achieve those goals. This understanding allows the business analyst to assist the organization in evaluating and defining existing and future business services, processes, organizational structure and other relevant information with the goal of identifying the best way to affect business change and achieve identified goals.

    Operationally, the senior business analyst supports the project by working with leadership, management, stakeholders, Office of Information Technology co-workers, vendors, and other business analysts to ensure tools and technology support the information gathering process, gap analysis, and subsequent trace ms, and customer alignments.]

    Ideally, candidates for this position will also have a background in complex software system testing - test plan creation, system integration test planning, UAT coordination

  • Qualifications

    PROFESSIONAL QUALIFICATIONS/SKILLS:

    • Must be a US citizen and possess or be able to obtain/maintain a SECRET clearance;
    • Bachelor's degree and three years of experience or a combination of experience (seven years writing experience) and education or certifications required;
    • Familiar with training organizations is preferable, within any local, county, municipal, state or federal or military law enforcement institution;
    • Must be highly organized and have excellent oral and written communication skills in order to interface with ATA personnel, other Department of State Bureaus, and other government civilian agencies at all levels for required research and coordination;
    • Ability to handle multiple tasks simultaneously;
    • Must demonstrate thorough knowledge of Microsoft applications (MS Word, PowerPoint). Solid Excel experience is a must;
    • Must be able to demonstrate excellent research, writing, editing, and proofreading skills to draft and review narrative and technical documents;
    • Knowledge of basic accounting skills is helpful;
    • Experience with or understanding of government procurement, e.g., acquisition policy and procedures, is preferred, but not required;
    • Experience working with databases;
    • Ability to work independently.
