    POSITION TITLE:     SENIOR PUBLIC HEALTH ADVISOR (GS-14)

    POST/OFFICE:        US AGENCY FOR INTERNATIONAL DEVELOPMENT, USAID/NEPAL HEALTH OFFICE

    LOCATION:             USAID/NEPAL, US EMBASSY, KATHMANDU

     

    INTRODUCTION:

    USAID/Nepal’s Health Office (HO) manages programming in maternal and child health; nutrition; water, sanitation, hygiene, and water resources management; HIV/AIDS; disability/rehabilitation; infectious disease; and family planning/reproductive health. HO has 18 staff organized into two technical teams: 1) Maternal, Neonatal, Child Health and Nutrition, 2) HIV/AIDS, Family Planning/Reproductive Health, and Social Marketing. The HO management team includes a Director, Deputy Director, and two Technical Team Leads. The Senior Public Health Advisor (Advisor) will support and advise the HO Director and provide senior leadership and management support to the HO team.

     

    SUMMARY

     

    The Advisor will provide technical leadership and advisory services for the full range of USAID/Nepal’s public health activities, incorporating the Agency’s five core values in all aspects of his/her work.  These core values are: (1) customer focus; (2) managing for results; (3) empowerment and accountability; (4) teamwork and participation; and (5) valuing diversity.

    The incumbent will work at a senior level that requires extensive knowledge, technical and policy experience, maturity, and an ability to function independently under a complex, highly demanding, frequently changing environment.

    The Advisor will receive guidance from the Health Office Director, who will serve as the USAID Point of Contact (POC); and will support the overall management of the Health Office. The Advisor will provide technical, administrative, and managerial advice for the Health Office and the USAID/Nepal health portfolio, including key responsibility for advising the HO Director and/or the Acting Director, and providing advice and support to HO staff, for the programmatic, technical, administrative and financial activities of the Health Office. The incumbent will not perform any inherently governmental functions. 

     

    MAJOR DUTIES AND RESPONSIBILITIES

     

    TECHNICAL LEADERSHIP:

    • Provide high-level advice to Mission management and the Health Office on developments in the health sector and provide recommendations on options for shaping USAID health programs.

    • Participate in meetings with implementing partners, donors, government, USG agencies, and international and local partners in support of USAID/Nepal goals and objectives.

    • Carry out a full range of consultative, advisory, strategic, and planning responsibilities.

    • Advise on and monitor USAID partners’ compliance with USAID regulations.

               

    PROGRAM MANAGEMENT SUPPORT:

     

    The incumbent will provide senior technical advice and guidance to the HO Director and to the managers of USAID-funded health activities in Nepal, including but not limited to:

     

    • STRATEGIC PLANNING AND PROJECT AND ACTIVITY DESIGN: Provide analysis, advice, and recommendations on the overall strategic direction of the health portfolio, as well as that of individual activities.

      1. Support the preparation of strategic documents such as the Mission’s CDCS and the HO sections of the annual Operational Plan.
      2. Support, provide analysis and advice on, and coordinate updates to the HO Project Approval Document, and/or the creation of a new PAD.
      3. Provide technical analysis and advice to HO staff on the design of new activities within the HO portfolio. Support the coordination, strategic thinking, and synthesis of ideas around new designs.
    • IMPLEMENTATION: Provide senior level advice and support to HO staff on the management of activities within the health portfolio, ensuring adequate technical, managerial, and administrative oversight of all HO activities._ _

    • MONITORING, EVALUATION, AND REPORTING: Support HO to ensure the development of M&E plans, and utilization of M&E findings. Support the preparation of the health-related sections of the Mission's annual report (PPR). Support HO M&E staff to carry out quarterly M&E reviews with the team, and to ensure appropriate use of findings from the reviews.

     

    OTHER DUTIES AS ASSIGNED:

    In the absence of the HO Director, the incumbent will serve as Chief Advisor to the Acting Director, ensuring that the A/DIR has the resources and backstopping required to provide management and oversight to the HO portfolio and operations in Nepal. On a daily basis, the incumbent will assist the HO Director with the entire range of tasks related to the overall management of the HO. This includes tasks supporting the planning, implementation, monitoring, evaluation, reporting, administration, and representational duties for the HO portfolio. 

      

    MINIMUM QUALIFICATIONS/EDUCATION

    • A master’s degree in a relevant discipline such as public health, epidemiology, nutrition, reproductive health, maternal and child health, or another field related to international development and/or public health.

    • A minimum of nine years of relevant experience.

    • Experience working for USAID on public health. Experience working at a USAID Mission outside the United States is strongly preferred.

    • Strong knowledge of USAID business practices and operating rules, regulations, and procedures is required.

    • Level IV English ability (fluent) is required. The incumbent must possess a high degree of proficiency in both written and spoken English.
