  • Responsibilities

    The North Central Texas Council of Governments (NCTCOG) is seeking a Program Manager for the Research & Information Services Department (RIS). The position coordinates and manages the implementation of technologies related to geospatial data. Initiatives can involve individual departments, groups of departments, the entire agency, or other organizations. This is accomplished through a thorough understanding of geospatial data, GIS technologies, and customer needs to recommend solutions or devise strategies to meet requirements. Other duties include the establishment and maintenance of a framework for the provision of GIS services, coordinating with various teams within RIS and other departments, and serving as consultant and leader for activities involving geospatial data and associated technologies.

    RESPONSIBILITIES MAY INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:

    • Coordinating programs and providing leadership
    • Formulating and implementing strategic plans
    • Initiating new ventures or improving existing ones
    • Providing technical expertise and guidance, including devising unique solutions
    • Serving as a subject matter expert and consultant on geospatial data and associated technologies
    • Providing planning and direction for geospatial data infrastructure, including GIS software
    • Representing a geospatial data user perspective to enterprise IT policy/steering committees in developing IT policies and structures
    • Overseeing activities related to coordination and management of geospatial data strategic priorities including identifying, securing, and organizing resources
    • Managing vendors and negotiating contracts
    • Tracking program costs and making budget recommendations
    • Daily managing internal GIS licenses and data storage for users in various department
    • Working with management and program groups to educate them on ways in which geospatial solutions can assist in planning and problem solving
    • Collaborating with geospatial expertise in the agency to set best practices, options, and efficiencies in the building of tools

    Required Skills

    • Experience managing technical programs or projects from inception to completion
    • Experience with geospatial data including writing original queries of data in a geospatial environment for presentation, reporting, and analysis
    • Experience with both commercial and custom applications for analysis or interaction with geospatial data including the ability to manage and administer ArcGIS Server and ArcSDE
    • Experience in ArcGIS JavaScript REST API based web application development
    • Experience with planning, architecture, development, maintenance, and support of complex applications for the enterprise delivered via the web, Internet and Intranet, and/or client-server
    • Experience in developing, testing, and deploying applications

    Required Experience

     This position requires at least five years of experience and a Bachelor’s degree in a technology-related field.
