  • Responsibilities

    The Analyst, Senior (Program Development) leads efforts to assist CalOptima in the development and implementation of programs and initiatives, including research and analysis, development of work plans, and preparation for readiness assessments and regulatory audits.

    This position will assist in the coordination of resources and staff support to ensure successful progress and fruition of special projects, programs and new initiatives. The position involves extensive coordination and representational responsibilities, interacting with all levels of CalOptima staff and functional areas.

     

    POSITION RESPONSIBILITIES:

    • Leads and facilitates, as needed for planning, organizing and management of the development and implementation of new complex initiatives/pilots; assists CalOptima in designing new programs/systems, able to create related processes/ procedures, and identify opportunities for improvements and efficiencies.
    • Collaborates with functional areas on program development to ensure successful execution of newly implemented processes/procedures.
    • Facilitates and coordinates efforts to ensure effective communication of special projects, programs and new initiatives.
    • Conducts researches and provides detailed analyses on prospective programs and/or specific issues and evaluates options to formulate recommendations for the management team.
    • Partners with team members and customers to collect information and facilitate decisions and next steps for programs, policies and procedures.
    • Develops policies and procedures impact on programs and initiatives and leads efforts with functional leads to ensure that policies and procedures document(s) are reflecting regulatory and business requirements appropriately.
    • May need to attend offsite occasional offsite meetings.
    • Other projects and duties as assigned.

    • Develop policies, presentations and materials related to healthcare operations according to regulatory and business requirements.
    • Identify pertinent policy issues, develop strategies/solutions and make recommendations to effectively implement project deliverables.
    • Organize and track multiple activities, timelines and issues in order to manage complex projects and initiatives.
    • Analyze health care data to assess the policy and program development implications.
    • Demonstrate attention to detail in activities and work product
    • Prepare clear and concise reports for internal and external customers.
    • Establish and maintain effective interpersonal relationships with all levels of staff internally, other programs, agencies, members, providers and the public.
    • Effectively use the computer to process appropriate data/ information and prepare reports as required.
    • Work in a dynamic environment with both short-term and long-term deadlines.

    Required Experience

     

    EXPERIENCE & EDUCATION:

    • Bachelor’s degree in Health Policy, Health Care Economics, Public Policy, or a related field required; Master’s degree preferred.
    • 5+ years experience in program development and implementation or related fields is required.
    • Minimum of 4 years experience working in health care delivery systems and/or in a public agency/ organization serving Medi-Cal and/or Medicare populations is preferred.
    • Experience in building collaborative relationships with and/or conducting outreach to community and/or health care partners is preferred.
    • Experience in project and data management, survey tools, including implementation and analysis of findings desired.

     

     

    KNOWLEDGE OF: 

    • Working knowledge of Medi-Cal, Medicare or other public programs is required.
    • Federal and state laws related to health care.
    • Policy implications and impact of operations, issues and policy decisions on the organization.
    • Data management, survey tools, including implementation and analysis of findings a plus.
    • An understanding of local county (County of Orange, CA) resources and agencies is preferred.
