    Position DescriptionAre you looking for an opportunity to be a key player in Navy’s surface ship readiness? We are looking for the brightest, most innovative, and driven with an appetite for wrestling complex problems. In this role, you will formulate, develop, and manage the development of Metrics to support the identification and resolution of Fleet concerns for the NAVSEA PMS 443 Readiness Office. This position has a direct impact on the effectiveness of Ships and Sailors.You will be a good fit for this position if you are creative, have attention to detail, strong analytical skills, and great problem-solving skills, with project management expertise in implementing new government metrics systems and processes to collect and monitor readiness metrics and data analysis for the Navy.

    RESPONSIBILITIES

    • In this role, you will help lead the Navy’s implementation of cutting-edge technologies.
    • You will perform multi-faceted assignments requiring the analysis of complex systems and projects. You will utilize effective concepts and principles in the performance of a variety of projects and work directly with customers and team members to define problems, engage stakeholders, and drive solutions. This position provides daily support to the customer as a Business Systems Analyst, and support metrics development across all non-nuclear surface ships, with these representative duties:
    • Apply experience gained from work and leadership roles and operational proficiency in analytic theory and principles.
    • Participate in working groups, program development forums, analytical activities, readiness exercises, training, education, and other forums.
    • Review, analyze, and evaluate business system and user needs.
    • Produce detailed requirements to capture user needs, program functions, and steps to develop or modify software.
    • Retrieve and analyze data from Navy data sources.
    • Comply with applicable security guidance and policies.
    • Provide focused metrics support to measure surface ship readiness.
    • Maintain quality standards for documents, processes, and systems.

    REQUIRED FUNCTION 3:MANDATORY QUALIFICATIONS:

    • Must have an active DoD SECRET or higher clearance
    • Bachelor’s degree in Computer Science, Mathematics, or related technical discipline with five to seven years of relevant work experience.
    • Proficiency with Microsoft Office suite of applications (particularly MS Excel and PowerPoint)
    • Experience in quantitative and qualitative analysis.
    • Superior writing and presentation skills for preparation of conceptual and analytic briefings, documents, papers, and reports.
    • Experience in interface analysis and design and design for complex software systems environments and hands-on experience with Cloud technologies, Web Services, and dashboard development and maintenance. The ability to identify, define, and communicate design tradeoffs.
    • In some cases, educational requirements may be adjusted or waived for more than ten years of applicable work experience.

     

    DESIRABLE QUALIFICATIONS:

    • Master’s degree in Computer Science, Mathematics, or related technical discipline
    • Experience with or knowledge of the RMF (Risk Management Framework).
    • Familiarity with relational database and client-server concepts
