    Overview

    The BSA Officer is responsible for coordinating, monitoring, and completing day-to-day BSA/AML compliance and should be fully knowledgeable of the BSA and all related laws and regulations. The BSA Officer should also understand the Bank’s products, services, customers, entities, and geographic locations, the potential money laundering and terrorist financing risks associated with those activities, and the controls provided by each component of the BSA compliance program to mitigate the identified risks. This person manages all aspects of the BSA/AML compliance program. Additionally, the BSA Officer will oversee OFAC compliance, ensuring each business line maintains compliance with applicable laws, regulations, and policies.

    Responsibilities

    • Responsible for administering, maintaining, coordinating and monitoring the Bank’s day-to-day compliance with BSA/AML/OFAC and related laws, regulations, policies, programs, initiatives, rules and reporting requirements.
    • Review each BSA program component for value, efficiency, and effectiveness, proposing modifications to senior management as needed for improved efficiency or value, emerging risks, or updates to laws, regulations, and/or agency guidance.
    • Maintain and update the BSA Program and OFAC policy, including preparing and submitting revisions for the Board of Directors approval.
    • Administer, manage, and enhance BSA/AML/OFAC monitoring systems, ensuring effective parameter settings to identify suspicious activity across system reports, automated monitoring tools, and below the line testing.
    • Maintain change management documentation for updates to the BSA program, OFAC screening, and/or monitoring system parameters.
    • Maintain thorough investigations in the monitoring system with appropriate case management and detailed documentation.
    • Ensure the timely, accurate, and compliant execution of all regulatory reporting obligations, including SAR and CTR filings with FinCEN and the effective administration of FinCEN 314(a) and 314(b) requirements.
    • Maintain an effective CDD/EDD risk rating and monitoring framework, incorporating initial and ongoing assessments to effectively identity and monitor higher risk customers.
    • Complete appropriate high risk customer reviews with documented analysis and recommendations.
    • Assist in reviewing CIP documentation for compliance with program requirements.
    • Assist Risk Department in updating BSA/AML/OFAC risk assessments as appropriate considering all applicable products, services, customers, and geographies.
    • Provide training and information to Board of Directors, including developments within the industry and/or changes to laws and regulations pertaining to the BSA Program.
    • Lead, coach, and oversee BSA staff, including assigning work, monitoring performance, providing feedback, and supporting professional development to ensure operational effectiveness and team goals are achieved.
    • Facilitate regulatory examinations, internal audits, and external audits.
    • Assist with job specific BSA Program training for Bank staff.
    • Other duties as assigned.

    Qualifications

    • Bachelor’s degree in business administration, finance, or related field or equivalent BSA/AML experience. CAMS or CAFP Certification preferred
    • Minimum of 5 years’ experience of BSA/AML at a financial institution or equivalent
    • Specific knowledge required:
      • Strong written and verbal communication skills
      • Strong understanding of AML monitoring software technology.
      • Extensive knowledge of the Bank Secrecy Act, USA PATRIOT Act, Money Laundering Control Act and Office of Foreign Asset Control regulations, as well as key banking regulations, enforcement policies, and risk assessment and analysis.
      • Strong knowledge of bank risk management.
      • Strong knowledge of bank operations.
      • Experience in complying with all applicable banking laws and regulations.
      • Strong presentation skills for executive teams and regulators.
      • Ability to explain complex regulatory concepts in understandable terms.
      • Professional credibility with executive leadership and regulators.
