    DESCRIPTION/JOB SUMMARY

    BLACKSTONE CONSULTING, INC IS SEEKING A PHYSICAL SECURITY TRAINING MANAGER FOR THEIR CLIENT SITE AT KAISER.   LOCATION: SAN DIEGO, CA JOB SUMMARY:   Plans, coordinates and delivers training and staff development programs in assigned Healthcare Division for Security Officers, Supervisors and other employees.  Adapts training programs for specific sites and client's needs.  Implement, conduct and oversee the FRO Training program and Respiratory Protection Program for assigned Healthcare Division. Conducts FRO and defusing aggressive behavior training for assigned Security and client personnel, as needed or as directed.   DISTINGUISHING CHARACTERISTICS: Primary job function is managing training and development programs at the Healthcare Division Area level or as assigned.  This job description applies only to salaried positions performing essential functions of the nature described, with the authority to make independent choices, free from immediate supervision, in significant matters that affect the business, or to carry out tasks that are directly and closely related to such work.  Primarily performs exempt duties in a service capacity; may be assigned a service grade or rank in a chain of command in conformance with contract requirements or to facilitate the delivery of service according to business necessity.   ESSENTIAL FUNCTIONS

    1. Supports line management within assigned Healthcare Division in achieving training and development objectives; together with Branch Management prepares goals and objectives for training.
    2. Plans, organizes and instructs training programs that are compliant IAW OSHA 29 CFR 1920.120 for Security, DHS AWR 160, any regulatory Agency, contractual obligations and defusing aggressive behavior.
    3. Develop and propose security departmental policy and procedures to define first responder obligations
    4. Coordinate with departments to insure security officers are integrated into emergency response procedures.
    5. Oversees respiratory protection program for assigned Healthcare Division area, to ensure compliance with OSHA 29 CRF 1920.120 for Security, any Regulatory Agency, and contractual obligations (Liaison for BCI with area clinic(s) with regards to respiratory protection requirements).
    6. Researches and remains current in federal regulations impacting Healthcare Division first responder operations, as well as the defusing aggressive behavior training guidelines.
    7. Propose new training programs to address emerging issues.
    8. Maintains training records, compliance files and prepares status reports, as requested.
    9. Technical advisor on First Responder Operations, PPE, Respiratory Protection and designated defusing aggressive behavior training for Area Vice President and Branch Manager.
    10. Acts to ensure compliance with legally mandated, contractual and company mandated training requirements; acts to ensure compliance with and documentation of the training requirements of the service contract.
    11. Conducts needs analysis studies; identifies operational discrepancies and confers with managers and supervisors to determine training needs and approaches. 
    12. Formulates training policies, programs and schedules, based on knowledge of identified training needs and company services; coordinates training activities so as not to conflict with client service schedules.
    13. Selects appropriate instructional procedures or methods, such as individual training, group instruction, self study, lectures, demonstrations, simulation exercises, role playing, and computer based training.
    14. Organizes and develops training manuals, reference library, testing and evaluation procedures, multimedia visual aids, and other educational materials.
    15. Trains assigned instructors and supervisory personnel in effective techniques for training, such as healthcare specific, new employee orientation, on-the-job training, health and safety practices, supervisory development, and adaptations to changes in policies, procedures, and technologies.
    16. Maintains records and prepares statistical reports to evaluate performance of training activities and instructors, and to monitor progress of trainees.
    17. Performs tasks and duties of a similar nature and scope as required for assigned Healthcare Division Area.

      MINIMUM QUALIFICATIONS AT ENTRY

    • Have the ability to plan, organize and implement administrative and operational programs and procedures, which includes the development of training and equipment budgets
    • Have knowledge of and have experience with program of instruction
    • Must be Computer literate; Prefer intermediate operational knowledge of PowerPoint.
    • Prefer one year of BCI healthcare security experience or previous instructional experience
    • Prefer at least one (1) year of experience in hazardous materials, or related field
    • Prefer at least one (1) year of experience of instruction or teaching experience
    • Additional qualifications may be specified and receive preference, depending upon the nature of the position.
    • Must have valid Government issued Driver's License, Guard Card and prefer International Association for Healthcare Security and Safety Basic Officer & Advanced Officer  and Supervisor Certification
    • Department of Homeland Security Instructors Training Certification Course, Incident Commander Course, Hand on Training Course and defusing aggressive behavior instructor's course within 12 months of appointment

      MINIMUM HIRING STANDARDS

    • Must be at least 18 years of age.
    • Must have a reliable means of communication (i.e., phone or cell phone).
    • Must have a reliable means of transportation (public or private).
    • Must have the legal right to work in the United States.
    • Must have the ability to speak, read, and write English.
    • Must have a High School Diploma or GED. Must be willing to participate in the Company's pre-employment screening process, including drug screen and background investigation.

      LICENSURE OR CERTIFICATION Must have valid Government issued Driver's License or valid state issued I.D. card, Bureau of Security and Investigative Services Certification or Guard Card.     EDUCATION/EXPERIENCE:  Bachelor's Degree and 1 year of training experience, or Associate's Degree and 3 years of progressively responsible related experience, or an equivalent combination of education and/or experience sufficient to perform the essential functions of the job, as determined by the company. Additional relevant experience can be substituted for the required education on the basis of one calendar year of experience for one academic year of education.   COMPETENCIES (AS DEMONSTRATED THROUGH EXPERIENCE, TRAINING, AND/OR TESTING):

    • Knowledge of how adults acquire and use information and skills, and of training techniques suitable for different learning styles
    • Skill in the use of audio-visual equipment and personal computers, including presentation software
    • Skill in determining training needs, including identifying the components of performance and developing strategies for achieving performance improvement
