    Engineer – Systems

    All levels of Systems Engineer will have the skills listed below. Each level may have additional education, skill and/or experience requirements.

    The Systems Engineer supports the development of system capabilities from the identification of requirements through the deployment of capabilities through the requirements definition, designsand develops system-oriented products and prepares related installation, testing, operation, and maintenance specifications and instructions. Defines and analyzes architecture to establish operating conditions, conducts tests, define and analyze engineering proposals and related technical data to determine feasibility of developing new capabilities and/or modifying existing capabilities. The Systems Engineer is cognizant of Systems Engineering Lifecycle (SELC) processes and practices, Change Management practices, and collaborates with various Integrated Product Teams (IPTs), Project Teams, and Government entities.

    RESPONSIBILITIES ALSO INCLUDE:

    • Analyze user requirements, CONOPS and high-level system architectures to derive, develop and decompose system-level specifications.
    • Manage system requirements and derived requirements to ensure the system is compatible with defined architecture, and meets customer needs.
    • Conduct trade studies, to determine possible system (hardware, software, architecture) improvements.
    • Plan and/or support enhancement projects (Path 1 and Path 2) and Block Upgrade projects (Path 3) through requirements definition, implementation, development, operations, performance, testing,cost and schedule, training and support, and/or system disposal.
    • Develop technical documentation, including CONOPS, user guides, test plans, and other CDRL items.
    • Perform deployment services, including site surveys and site installation and test.
    • Perform individually and as part of a team.
    • Provide input to hardware (COTS/GOTS/capacity/etc.) recommendations, including support for Technology Insertion in Government Technical Reference Model (TRM).
    • Active participation in Integrated Product Teams (IPTs) and program Engineering Review Boards (ERBs).

    REQUIRED SKILLS INCLUDE:

    • Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance required.

    • U.S. Citizenship required

    • Experience and/or familiarity with software and system lifecycle methodologies, (e.g ISO, CMMI, ITIL).

    • Experience and/or familiarity with MS Office, including Word, Excel, Project required.

    DESIRED SKILLS INCLUDE:

    • Experience with Agile development methodology.
    • Experience with requirements management tools
    • Experience with automated testing tools (e.g., RSpec, Cucumber, etc.)

    CERTIFICATIONS:

    • DoD 8570.1-M Compliance at IAT Level I (e.g., Certified Information Systems Security Professional (CISSP)) certification is highly desired.

    ESE01: Systems Engineer – I

    • No demonstrated experience required.
    • Bachelor’s degree in Systems Engineering, Software Engineering, Computer Science or a related discipline is required. [Four (4) years of experience may be substituted for a degree.]

    ESE02: Systems Engineer – II

    • Two (2) or more years of systems engineering experience required. [A Master’s degree in a related discipline may substitute for two (2) years of experience]

    • Bachelor’s degree in Systems Engineering, Software Engineering, Computer Science or a related discipline is required. [Four (4) years of experience may be substituted for a degree.]

    ESE03: Systems Engineer – Senior I

    • Four (4) or more years of systems engineering experience required. [A Master’s degree in a related discipline may substitute for two (2) years of experience. A PhD may substitute for four (4) years of experience.]

    • Bachelor’s degree in Systems Engineering, Software Engineering, Computer Science or a related discipline is required.

    [Four (4) years of experience may be substituted for a degree.]

    ADDITIONAL RESPONSIBILITIES AND/OR SKILLS:

    • Manage up to four (4) projects of variable size.
    • Demonstrated experience or familiarity with Earned Value Management Systems (EVMS), compliant with ANSI/EIA Standard 748-B desired.
    • Establish common process across tasks, including configuration management (CM), risk management, quality assurance (QA), etc.

    ADDITIONAL REQUIREMENTS:

    • Agile development methodology experience required.

    CERTIFICATIONS:

    • Agile software development methodology certification (e.g. SCRUM Master) desired.

    ESE04: Systems Engineer – Senior II

    • Six (6) or more years of systems engineering experience required. [A Master’s degree in a related discipline may substitute for two (2) years of experience. A PhD may substitute for four (4) years of experience.]

    • Bachelor’s degree in Systems Engineering, Software Engineering, Computer Science or a related discipline is required.

    [Four (4) years of experience may be substituted for a degree.]

    ADDITIONAL RESPONSIBILITIES AND/OR SKILLS:

    • Manage multiple projects of variable size.
    • Define, plan and manage work packages (WP). Includes defining task, WP duration, WP sequencing, critical path analysis, resource assignment, and input to the Integrated master Schedule (IMS),
    • Establish common processes across tasks, including configuration management (CM), risk management, quality assurance (QA), etc.
    • Perform team leader functions.

    ADDITIONAL REQUIREMENTS:

    • Demonstrated experience or familiarity with Earned Value Management Systems (EVMS), compliant with ANSI/EIA Standard 748-B desired.
    • Agile development methodology experience required.

    CERTIFICATIONS:

    • Agile software development methodology certification (e.g. SCRUM Master) required.

    ESE05: Systems Engineer – Principal I

    • Eight (8) or more years of systems engineering experience required. [A Master’s degree in a related discipline may substitute for two (2) years of experience. A PhD may substitute for four (4) years of experience.]

    • Bachelor’s degree in Systems Engineering, Software Engineering, Computer Science or a related discipline is required.

    ADDITIONAL RESPONSIBILITIES AND/OR SKILLS:

    • Provide technical direction for development, engineering, interfacing, integration and testing of components of system.
    • Perform requirement elicitation, analysis and functional allocation.
    • Conduct systems requirement reviews.
    • Develop CONOPS, interface standards, system architectures.
    • Perform technical and non-technical assessment and management.

    ESE07: Systems Engineer – Fellow I

    • Bachelor’s degree in Systems Engineering, Software Engineering, Computer Science or a related discipline is required. Advanced degree (Master’s) is desired.

    ADDITIONAL RESPONSIBILITIES AND/OR SKILLS:

    • Develop and provide input to system architecture design.

    • Act as subject matter expert (SME) to project.

    • Provide support to development and implementation of standard architectural views (e.g., DODAF, FEAF).

    ADDITIONAL REQUIREMENTS:

    • Agile development methodology experience required.

    CERTIFICATIONS:

    • DoD 8570.1-M Compliance at IAT Level I (e.g., Certified Information Systems Security Professional (CISSP)) certification required.

    ESE08: Systems Engineer – Fellow II

    • Twenty (20) or more years of related experience required. [A PhD may substitute for four (4) years of experience.]

    • Master’s degree in Engineering, Science, Mathematics, or Computer Science is required.

    ADDITIONAL RESPONSIBILITIES AND/OR SKILLS:

    • Develop and provide input to system architecture design.

    • Serve as spokesperson for the program to internal and external contacts.

    • Develop systems with object-oriented programming languages.

    • Identify requirement analysis/generation and developing systems and software architecture.

    • Participate with team leadership to develop and establish program policies.

    • Plan, direct and control project operations, assuring overall budget, schedule and performance standards are realistically set and attained.

    • Conduct briefing and technical meeting for management and customer representatives.
